Abstract:

With the accelerating impact of global climate change in today’s world, cities and human settlements are at serious disasters risk. Every year, the increasing number of disasters that occur causes serious damage to lives and property losses, creating a barrier to sustainable development. The United Nations Documents on Disaster Facts and Combating globally (Hyogo Framework Action Plan 2005-2015; Sendai Framework for Disaster Risk Reduction 2015-2030) has been promoting global initiatives. This issue requires disaster risk management, in addition to the efforts of the state and governance organizations at national and local levels. The way of dealing with disasters and their negative and destructive effects is not about disasters-resistant cities and disasters-resistant communities. When considering the growing and complex urban life, it is mandatory to implement the understanding of social-supported catastrophic risk management without facing catastrophes. The condition of the risk management to be successful and effective also depends on the support of the community. Training, exercises and methods are of great importance in this support. The local governments, which are the closest units to the service field to be produced in this framework, are linked with the individual, the family, the private sector, the national public. In this way, the local capacity will increase and the understanding of management will also find life. The topic focused on this study is to emphasize the importance of a disaster-resistant society in the context of disaster risk management, with the integrated Disaster Risk Management data, to reduce disaster risks. In this context, first defining the conceptual framework, referring to the United Nations-led Global Disaster Documents, a disaster-resistant society will be developed in the stages of the integrated disaster risk management process.
