Özet:

Subject of participation process of youth to public or private sector is important for national and international institution and companies. Furthermore there are some projects by European Union and United Nations which are aim to provide participation of youth to decision process. In order to create common mind of cities and process able development in cities in our country there are some articles which are forecast that youth can take places in decision making process on governmental life and local life in city councils. These articles are based on City council regulation which is numbered as 26313 and Municipality laws which is numbered as 5393 as a part of Local agenda in Turkey as 21st program which is effective as of 1997.  In this scope, it is expected that city councils should provide and include youth in decision making process and create common mind with youth opinion. Based on article in city council’s regulation in order to create active role for youth in decision making process, city councils should make special congress (“youth congress”) for youth. However, it is observed that youth who are mostly university students, are not enough participated in city councils Works or they do not have any idea on city councils structure.in this scope, the purpose of this research is defining how participation of youth in decision making process is made on scope of Kahramanmaraş and Hatay examples, defining perspective of youth in city councils and youth congress, finding suggestion for missing points on participation of youth. While defining theoretical scope of research, documental resources which are counted as second data kind, multy resourceful reports will use.  On the process of proofing hypothesis, questionnaire will be used.  The universe of research will be students in license students who are educating in public administration of Mustafa Kemal University and Kahramanmaraş Sutçü Imam University. Data’s which will be covered as a result of questionnaire will be evaluated with Correlation t test, tujey test and variance analysis methods. On the process of data analysis, SPSS program will be used.
