In Turkey, the most important employment source in rural areas is rural activities and in the meantime, people who live in the rural areas are able to provide fringe benefit through tourism activities apart from the production of local products which can be sorted as other employment sources. Development of the rural areas have been accelerated through the application of EU and Rural Development Programs in our country. In this context, IPARD is one of the promotions intended for the realization of rural development. Within the scope of IPARD, the title of Rural Tourism exists along with the promotion of rural activities. While getting the promotions, with the micro-scale family businesses being beneficiaries, fringe benefit opportunities for rural residents can be provided. With this study, the investments in Gulf of Edremit and within the scope of Pre-Accesion to European Union Rural Development Program IPARD have been examined and the problems and the hindering factors have been tried to put forward. Regarding the research results, problems such as these have been determined : the investors become aware of the promotions incidentally, they come across with problems particularly about buying the machines and the equipment, the entitled promotion amount is interfered due to the items retained as inappropriate expense after the contract.
