One of the leading tasks of the primary school teachers is to make all the newly-beginning primary school students literate by providing them initial reading-writing training. Thus, the initial teaching based on reading and writing forms the backbone of primary school curriculum. The goal of this study is to determine the views of primary school teachers at public schools on the initially teaching of reading and writing by taking account of some demographical variables. The sample of the study consists of 136 primary school teachers working at the primary schools at 2013-2014 academic year under the umbrella of Provincial Directorate of National Education in Hakkari. The 31-item questionnaire utilized for this study is on the teaching of literacy. The validity and credibility of the survey has been checked, and Cronbach’s Alpha internal credibility coefficient has been calculated as 0.87. Throughout the study, it has been determined that the primary school teachers mostly preferred sound-based sentence method and also developed some personal techniques regarding the literacy teaching. Besides, it has been made such some conclusions that curriculum and acquisition were not appropriate to the readiness level of the students.
