Değişen gelişen ve küreselleşen dünya coğrafyasında, ülkelerin savaş, savunma ve güvenlik alanlarında ki aldığı tedbirlerde, değişime paralel her gün güncellenmektedir. Bilişim alanındaki teknolojik yenilikler, yapay zekâ ve robotik mühendislik konusunda son 8-10 yıl içindeki hızlı değişim, insansız sistemleri hayal ürünü olmaktan çıkarmış ve günümüz muharebe sahalarının içine sokmuştur. Bu bağlamda muharebe sahalarında alınan tedbirlerin en başında insan kaynaklı savaş ve savunma teknolojisi yerini insansız savaş aletlerine bırakmaktadır. Gelişen teknoloji sayesinde karada ve havada kullanılan çeşitli ihtiyaçlara karşılık veren insansız araçların üretimini arttırmıştır. Bu araçlar içerisinde öne çıkanlar ise insansız hava araçlarıdır (İHA). İnsan hayatının; gelişmiş dünya devletlerinde öncelikli hale gelmesi insansız araçlarının kullanımını daha da önemli hale getirmiştir. Bu kapsamda gerek savaş-savunma alanında, gerekse istihbarat ve bilgi toplama alanında insansız hava araçlarının kullanımı artmıştır. Dahası, insanlığın yüzyıllardır harp icra etme yöntemleri ve muharebe sahalarına yönelik algısı büyük bir dönüşümün eşiğindedir. Bu değişim küreselleşen dünyanın farklı bölgelerinde vuku bulmaktadır. Dünyada olan değişime, gelişmekte olan dünya ülkeleri arasında ilk sıralar da bulunan ülkemiz siyasi-askeri karar alıcılarla beraber savunma sanayi alanında insansız sistemler konusunda kayıtsız kalmamış, son yıllarda gelişim gözle görülür seviye de artmıştır. Türkiye’de insansız hava araçlarının modernizasyonu ve gelişimini zaruri kılan etkenlerin başında bulunduğu coğrafya en önemli faktördür. Bununla beraber bir sonraki atılım jeopolitik atılımın öncülüğünü yapma yolunda, bu öncülüğü bir fırsat olarak görmesidir. İnsansız hava araçlarının geliştirilmesi ve bu coğrafya da üreten ülkeler arasında bulunması, Türkiye’nin muharebe sahasında çok büyük avantaj elde etmesine imkân sağlayacaktır. Bunlarla beraber üretilen İHA ların, muharebe alanında ki kullanımına ek olarak; sınır kontrolü, kaçakçılık, keşif, taktik keşif ve gözetleme, özel operasyonlar ve psikolojik harekât, mayın arama ve imha, kimyasal biyolojik ve radyolojik tarama gibi faaliyetlerde de kullanım alanları mevcuttur. Bu mevcut imkanlara yönelik, insansız hava araçlarının Türk Silahlı Kuvvetleri envanterine dahil edilmesi ve diğer savunma sistemlerine entegre edilmesi sahada üstünlüğü sağlayacaktır.
In the changing and globalizing world geography, the measures taken by the countries in the fields of war, defense and security, the change is updated parallelly every day. The technological innovations in the field of information, the rapid change in artificial intelligence and robotic engineering in the past 8-10 years have brought unhuman systems out of imagination and brought them into today’s battle fields. In this context, at the beginning of the measures taken in the battlefields, human-source war and defense technology are replaced by unhuman war tools. Thanks to advanced technology, it has increased the production of unmanned vehicles that meet the various needs used on land and in the air. Those who are on the ground are the unmanned aircraft. The priority of human life in the developed world states has made the use of unmanned vehicles even more important. In this context, the use of unmanned aircraft in the field of war-defense, in the field of intelligence and information collection has increased. Furthermore, for centuries, humanity’s perception of the methods of executing harps and the fields of battle is at the forefront of a great transformation. This change finds vuku in different regions of the globalized world. The change in the world, the first place among the developing world countries, our country, along with political and military decision makers, has not remained indifferent about the human-free systems in the defense industry, and in recent years the development has also increased to a noticeable level. The geography in Turkey is the most important factor in the head of the factors that hinder the modernization and development of unmanned aircraft. However, the next breakthrough in the way to lead the geopolitical breakthrough is to see this lead as an opportunity. The development of unmanned aircraft and the presence of this geography among the producing countries will enable Turkey to gain a great advantage in the battlefield. In addition to the use of the IHAs produced with them in the fighting field, there are also areas of use in activities such as border control, trafficking, discovery, tactical discovery and monitoring, special operations and psychological movement, mining search and destruction, chemical biological and radiological scanning. This will provide superiority in the field by incorporating unmanned aircraft into the Turkish Armed Forces inventory and integrating them into other defense systems.
