Abstract:

Environmental justice is a concept that emphasizes the relationship between human and nature in the use of environmental resources and the fair distribution of social costs arising from environmental problems among social groups. To ensure environmental justice, decisions related to economic development; planning and environmental issues must consider natural resource sustainability and balance distribution of resource and social cost among social groups. However, planning and site selection decisions affect the balance to the detriment of the environment and disadvantageous social groups. The deterioration of environmental justice is an evident particularly in cities that are growing demographically and geographically. Pursuing the principle of environmental justice, especially in decisions concerning the use of urban resources and the provision of urban services will contribute to both the urban space and the environmental rights of people In many international regulations, especially the European Urban Charter, it will be seen that there is a relationship between urban planning and environmental justice in various forms. This study will reveal the relationship between the concept of environmental justice, urban rights and urban policies in literature and international conventions especially in the European Urban Charter and examine the structural and functional changes in urban planning and urban policy approach in the context of environmental justice
