Abstract:

Osmanlı Devleti’nden günümüze kadar idari teşkilatın en önemli unsuru kamu personelidir. Bu personelin çalışma prensiplerini ve çalışma şekillerini biçimlendiren ana sistem ise, kamu personeli rejimi olarak adlandırılmıştır. Bu rejimin gelişim süreci göstermektedir ki, tarihsel akış boyunca iki olay ön plana çıkmış ve belirleyici kimliğe sahip olmuştur. Bunlardan ilki 1839 yılında Tanzimat Fermanı’nın ilan edilmesi, ikincisi ise 1965’te Devlet Memurları Kanunu’nun kabul edilmesidir. Bu sebeple çalışmada bu tarihler esas alınarak Türk kamu personel rejimi incelenmiş ve kurulan bu altyapının üzerine de liyakatin esas alındığı bir personel rejimi için önerilere yer verilerek çalışma tamamlanmıştır.
