Bu araştırmanın amacı Kayseri Büyükşehir Belediyesi sınırları içerisinde yeralan İncesu kenti için üst ölçekli planlarda öngörülen kentsel gelişme politikalarını tespit etmek, kültürel peyzajı oluşturan doğal ve kültürel değerleri ortaya koymak ve sürdürülebilir kentsel gelişme ekseninde alternatif gelişme politika önerisi üretmektir. Araştırma bulgularından biri üst ölçekli planlarda kültürel peyzaj değerlerinin korunmasının, geliştirilmesinin ve yakın çevredeki turizm odakları ile Kayseri bölgesindeki odakların bütünleştirilmesinin temel bir politika olarak kabul edildiğidir. Ancak, kentsel gelişme politikaları İncesu için sanayi odaklı bir gelişim öngörmekte ve İncesu kültürel peyzajını değerlendirmeye almamaktadır. Araştırmanın sonucunda İncesu yerleşmesinin kültür turizmi merkezi Ürgüp’e yakın bir yerde, Kapadokya ile Erciyes Dağı Kış Sporları Turizm Merkezi, Kayseri kent merkezi, Sultan Sazlığı Milli Park alanı arasında konumlanması ve kültürel peyzaj alanlarına sahip olması sebebiyle bütünleştirici turizm odağı olarak yükselme potansiyelinin olduğu ortaya konulmaktadır. Bunun yanısıra kültürel peyzajın korunması ile sürdürülebilir kentsel gelişmenin yaratılması arasında karşılıklı bir etkileşim olduğu vurgulamakta ve İncesu tarihi kentinde kültürel peyzaj alanlarının korunması, geleneksel ve modern kentsel alanlar arasında uyumun sağlanması yönünde geliştirilecek sürdürülebilir kentsel gelişme modeli önerilmektedir
