Abstract:

Arsuslu accountant Mustafa Rifat and the son of Nezahat Feyziye of Istanbul, Semih Tezcan, was born in Mersin on January 3, 1943. After graduating from Mersin High School in 1960, he won the Department of Turkish Language and Literature at the University of Ankara, Language and History-Geography Faculty. Semih Tezcan was granted a scholarship by the Ural-Altay Scientific Research Institute located in Hamburg on the advice of Prof. Dr. Saadet Çağatay, who saw his support since his studenthood at the faculty, so Semih Tezcan began to graduate from the faculty in 1964 in Germany. Professor at the University of Hamburg Department of History and Culture (Seminar für Geschichte und Kultur des Vorderen Orients) He studied Annemarie von Gabain for two periods in Ancient Uighur, and was not satisfied with Semih Tezcan, Yakutça and Wolfgang Lenz's Cold Language lessons.
