Bu makale, tasarımda kullanıcı katılımlı modelin kamusal mekânlar üzerinden yeniden düşünülmesini ve değerlendirilmesini amaçlamaktadır. Bu noktadan hareket eden çalışmada, öncelikle kamu, kamusal mekân kavramları açılmış ve ideal kamusallık olgusunun yaratılması için karar alma süreçlerinde demokratik bir ortamın gerekliliği vurgulanmıştır. Kullanıcı katılımlı modelin uygulandığı bu çalışmada, kamu yapısı örneği olarak Karabük Valilik Binası ele alınmıştır. Karabük Valilik Binası ilk olarak, Karabük Belediyesi’nin bir belediye binası yapılması için açtığı yarışma yoluyla üretilmiştir ancak günümüzde Karabük Valilik binası olarak işlevini sürdürmektedir. Mimari proje yarışması yoluyla belediye yapısı işlevi için üretilmiş bir tasarımın, farklı bir işlevdeki yapıya dönüşmesi durumunda ortaya işlevsel sorunlar çıkacağı argümanıyla, Karabük Valilik binası çalışmanın kapsamına alınmış ve kullanıcı katılımının olduğu bir ortamda yapının yeniden nasıl yorumlanacağı incelenmiştir. Bu incelemeyi yapabilmek için Karabük Valilik Binası kullanıcılarına yönelik anket çalışması uygulanmıştır. Böylece, kentlinin yaşantısını şekillendiren kamusal mekânların ideal tasarımına ilişkin durumlar saptanmış ve katılımcıların önerileri ortaya çıkarılmıştır. Ortaya çıkan sonuç itibariyle; yerel otoritelerin ideolojilerinin baskın olduğu ortamlar yerine daha demokratik ortamların varlığında gerçekleşen tasarım kararlarıyla, mekân ve kullanıcı arasındaki uyumun daha nitelikli ve sürdürülebilir olacağı düşünülmektedir.
This article aims to re-think and evaluate the user participating model in the design through public spaces. In the work that moves from this point, first and foremost the concepts of public and public spaces have been opened and the need for a democratic environment in the decision-making processes for the creation of the ideal publicity phenomenon has been emphasized. In this study, the user participating model was applied, the Karabük Governorate Building was addressed as an example of public structure. The Karabük Governorate Building was first produced through the competition that the Karabük Municipality opened for the construction of a municipality building, but today it continues to function as the Karabük Governorate building. With the argument that a design produced for the municipal structure function through the architectural project competition will arise functional problems if it turns into a structure in a different function, the Karabük Governorate Building has been taken into the scope of the work and has been studied how the structure will be reinterpreted in a environment where the user participates. For the purpose of this review, a survey was conducted to the users of the Karabük Governorate Building. Thus, the circumstances relating to the ideal design of public spaces that shaped the urban life were identified and the recommendations of the participants were revealed. According to the outcome, it is believed that by the design decisions that take place in the presence of more democratic environments instead of the environments where the ideologies of local authorities are dominated, the harmony between space and user will be more qualitative and sustainable.
This article aims to rethink and evaluate the user-participated model in design through public spaces. From this point of view, in the study, first of all, concepts such as public, public space and public structure were opened and the necessity of a democratic environment in decision-making processes with user participation was emphasized in order to create the ideal publicity phenomenon. In the article, in which the user-participation model was applied, Karabük Governorship building was taken as an example of public structure. The Karabük Governorship building was first built through the competition held by the Karabük Municipality to produce a municipal building. However, as a result of the transformations that took place over time, it continues to function as the Governorship building today. With the argument that functional problems will arise if a design produced for the function of a municipal building through an architectural project competition turns into a structure with a different function, the Karabük Governor's building was included in the scope of the study and how the building would be reinterpreted in an environment with user participation was examined. In order to make this review, a survey was conducted for the users of the Karabük Governor's building. Thus, the situations regarding the ideal design of public spaces that shape the life of the citizens were determined and the suggestions of the participants were revealed. As a result; It is thought that the harmony between the space and the user will be more qualified and sustainable with the design decisions that take place in the presence of more democratic environments instead of environments where the ideologies of local authorities are dominant.
