Küresel nüfus artışı doğrultusunda meydana gelen sosyo-kültürel değişmeler, ekonomik yapıdaki pozitif iyileşmeler ve sağlık hizmetlerine önemli kaynak aktarımı gibi makro ve mikro gelişmeler, yaşlı popülasyonda belirgin artışlar yaratmıştır. Bu değişimler sonucu yaşam kalitesi ve beklentisinde gözlenen artış, ileri yaş grubundaki bireylerin sağlık hizmeti gereksinimini artırmıştır. Ancak ileri yaş grubunda meydana gelen komorbid ve dejenere hastalık yapıları sağlık ekonomisi üzerinde ağır yansımaları olmuştur. Dolayısıyla sağlık hizmetlerine ayrılan kaynakların artışıyla hedeflenen yaşam kalitesi ve beklentisi diğer taraftan yaşlı bir nüfus olgusunu meydana getirerek daha fazla kaynak tüketimine neden olmaktadır. Bu paradoks, giderek derinleşmektedir. Bu bakımdan ileri yaş gruplarına yönelik sağlık hizmetleri yönetimi; yeni kaynak yaratımlarını ve mevcut kaynakların etkili ve verimli kullanılması gereksinimini ön plana çıkarmıştır. Bu çalışmada, “demografik değişim kuramı” kapsamında küresel ve yerel düzeyde değişen nüfus yapısı irdelenerek yaşlanan nüfusun sağlık ve sağlık harcamalarına etkisi tartışılmıştır. Çalışmayla, sosyal yapıda yaşanan değişmeler ve sağlık bakımı için finansal kaynak ayırımının yaşam beklentisini artıran önemli değişkenler olduğu ortaya konmuştur. Ancak, sağlık statüsünde yaşanan iyileşme ve doğumda beklenen yaşam umudunun artması ileri yaş olgusuna yol açarak maliyeti yüksek hastalıkların meydana gelmesine neden olmuştur. Bu durumun ülkeler için bir sorun alanı olduğu ortaya konmuştur. Sorunlara yönelik çözüm önerileri olarak yine literatür ışığında çözüm üretilerek karar vericilere ve politika yapıcılara önerilerde bulunulmuştur
The socio-cultural changes that occur in line with the global population growth, positive improvements in the economic structure and significant transfer of resources to health services, such as macro and micro developments, have created significant increases in the elderly population. As a result of these changes, the increase in quality of life and expectancy has increased the need for health care for individuals in the age group. But the complicated and degenerative structures that occur in the advanced age group have had severe reflections on the health economy. Therefore, the quality of life and expectancy targeted by the increase in the resources allocated to health care, on the other hand, leads to an older population phenomenon, causing more resource consumption. This paradox is getting deeper. In this regard, the management of health services for senior age groups has set the need for new resources and the effective and efficient use of existing resources in the forefront. In this study, the "demographic change theory" discussed the impact of aging population on health and health spending by changing population structure at global and local levels. The study found that changes in the social structure and the allocation of financial resources for health care are significant variables that increase the life expectancy. However, the improvement in the health status and the increase in life expectancy at birth has led to the fact of advanced age, causing the occurrence of high-cost diseases. It is clear that this is a problem for countries. In the light of the literature, the solution proposals were made to decision makers and policy makers, and the solution proposals were made to policy makers.
