Makroekonomik göstergeler ülkelerin ekonomik performansı hakkında önemli bilgiler vermektedir. Bu değişkenlerin olası dalgalanmaları ekonomik karar vericilerin politika geliştirmesini ve oluşabilecek olumsuz duruma karşı önlem almasını gerektirmektedir. Pandemi sürecinde de neredeyse tüm dünyada makroekonomik değişkenlerde dalgalanmalar meydana gelmiştir. Bu çalışmanın amacı ise seçilmiş makroekonomik göstergeler ışığında gelişmekte olan 16 Avrupa ülkesinin ekonomik performansını ölçmektir. Çalışmada pandemi öncesi ve pandemi sürecindeki ekonomik performansların karşılaştırılması amaçlanmaktadır. Bu minvalde çalışmada 2019 ve 2020 yılı seçilmiştir. Çalışmada Çok Kriterli Karar Verme yöntemlerinden TOPSIS ve MABAC kullanılmaktadır. Ayrıca değişkenlerin ağırlıklandırılmasında ENTROPI yönteminden yararlanılmıştır. TOPSIS yöntemine göre 2019 yılında en yüksek performans gösteren ilk üç ülke sırasıyla Kosova, Bosna Hersek ve Karadağ iken; en düşük performans gösteren son üç ülke ise sırasıyla Sırbistan, Moldova ve Macaristan olarak belirlenmiştir. 2020 yılında ise en yüksek performans gösteren ilk üç ülke sırasıyla Arnavutluk, Hırvatistan ve Rusya olurken; en düşük performans gösteren son üç ülke sırasıyla Türkiye, Kosova ve Polonya olmuştur. MABAC yöntemine göre ise, 2019 yılında en yüksek performans gösteren ilk üç ülke sırasıyla Kosova, Karadağ ve Polonya olurken; en düşük performansı gösteren ülkeler ise Sırbistan, Ukrayna ve Moldova olmuştur. 2020 yılında ise, en yüksek performansa sahip ülkeler, Arnavutluk, Rusya ve Macaristan iken; en düşük performans gösteren ülkeler ise Türkiye, Kosova ve Ukrayna olmuştur. Çalışmanın sonucunda, Türkiye, Kosova, Polonya, Sırbistan, Moldova, Macaristan ve Ukrayna’nın pandemi sürecinde ekonomik açıdan diğer ülkelere kıyasla daha kırılgan oldukları görülmektedir.
The macroeconomic indicators provide important information about the economic performance of the countries. Possible fluctuations of these variables require economic decision makers to develop policies and take measures against the possible negative situation. During the pandemic process, there have been volatilities in macroeconomic variables almost all over the world. The aim of this study is to measure the economic performance of 16 developing European countries in the light of selected macroeconomic indicators. The study is aimed at comparing economic performance in the pre-pandemic and pandemic process. In this minvalde study, the 2019 and 2020 years were chosen. The study uses MABAC and TOPSIS from multiple criteria decision making methods. It is also used by the ENTROPI method in the weighting of the variables. According to the TOPSIS method, the first three countries with the highest performance in 2019 were Kosovo, Bosnia and Herzegovina and Montenegro respectively; the last three countries with the lowest performance were Serbia, Moldova and Hungary respectively. In 2020, the first three countries with the highest performance were, respectively, Albania, Croatia and Russia; the last three countries with the lowest performance were, respectively, Turkey, Kosovo and Poland. According to the MABAC method, the first three countries with the highest performance in 2019 were respectively Kosovo, Montenegro and Poland, while the lowest performance countries were Serbia, Ukraine and Moldova. In 2020, the highest-performance countries were Albania, Russia and Hungary, while the lowest-performance countries were Turkey, Kosovo and Ukraine. According to the study, Turkey, Kosovo, Poland, Serbia, Moldova, Hungary and Ukraine are more economically vulnerable than other countries in the pandemic process.
