İngiltere ve Rusya’nın I. Dünya Savaşı Sırasında ve Sonrasında İran Siyaseti (1914-1925)

İran, tarih boyunca üzerinde bulunduğu stratejik konumu ve sahip olduğu yeraltı kaynakları sebebiyle emperyalist devletlerin dikkatini çekmiştir. 19. asrın son yarısından itibaren de İngiltere, Rusya ve Fransa’nın sömürgeci siyasetine maruz kalmıştır. Özellikle 20. asrın başında nüfuzunu İran’da hissettiren İngiltere, aynı topraklarda hedefleri olan Rusya’nın Hindistan güzergâhına sarkmaması ve Fars Körfezi’ne ulaşmaması için bütün diplomatik manevraları devreye sokmuştur. İngiltere, Rusya’nın masa başında oyalanması, İran’ın kuzeydeki topraklarını işgal etmesi ile yetinmesi siyasetinde başarılı olmuştur. Kaçar idaresinin başlarında Fethali Şah döneminde kuzeydeki toprakların işgali ile başlayan İran-Rus Savaşlarının güneye sıçramaması için arabulucu rolü oynamış, bu rolü neticesinde iki devlet arasında imzalanan Gülistan ve Türkmençay antlaşmalarıyla İran’ın ağır savaş tazminatına mahkûm ettirilmesini sağlamıştır. Rusya’ya ödenecek tazminat, mali açıdan İngiliz nüfuzunun kurulmasını kolaylaştırmış, işgal edilen toprakların Rusya’da kalması ise bu devleti durdurmuştur. İran’ı I. Dünya Savaşı öncesinde kendi nüfuz bölgesi olarak gören İngiltere, bir yandan Kaçar idaresini de yıpratarak adım adım hedefine doğru ilerlemiştir. Rusya ise bu hedefin içerisinde rol almak suretiyle İran üzerindeki yayılmacı siyasetini ortaya koymuştur. Çalışmamızda adı geçen iki sömürgeci ülkenin İran’da gerçekleştirdikleri işgali, İngiltere’nın savaş sırasında temel gıda maddelerini stoklamasıyla ortaya çıkan kıtlık ve toplu ölümlere nasıl sebep olduğunu, Sovyetler Birliği’nin sosyalist ihtilal ile savaştan çekilmesiyle İran’da ortaya çıkan durumu vermeye çalışacağız. Sovyetler Birliği’nin İran siyaseti ve İngiltere’nın diplomatik hamleleri ile bu siyasetin etkisiz hale getirilmesi, Kaçar idaresinde sıkça gerçekleşen hükümet değişiklikleri ekseninde ele alınacaktır. Savaş sonrasında imzalanan İran-İngiltere Anlaşması ile bağımsızlığın elden çıkışı ve Rıza Mirpençe’nin niçin iktidara getirildiğini dönemin kaynakları doğrultusunda ortaya koymaya çalışacağız.

Iran has attracted the attention of the imperialist states throughout its history due to its strategic position and its underground resources. Since the last half of the 19th century, it has also been exposed to the colonial politics of Britain, Russia and France. Especially in the early 20th century, Britain, which felt its influence in Iran, has deployed all diplomatic maneuveres to ensure that Russia, its targets in the same territory, does not cross the Indian route and does not reach the Persian Gulf. Britain has succeeded in its policy of satisfying Russia’s standing at the table with Iran’s occupation of its northern territory. At the beginning of the escaping administration, Fethali Shah played a mediating role in preventing the Iranian-Russian wars that began with the occupation of northern lands during the period, as a result of this role, the Gulistan and Turkmenistan treaties signed between the two states made it possible to condemn Iran to heavy war compensation. The compensation to be paid to Russia has facilitated the establishment of British influence financially, and the remaining of the occupied lands in Russia has stopped this state. Britain, which saw Iran as its own influence zone before World War I, has, on the one hand, destroyed the Escape administration and progressed step by step towards its goal. Russia has set out its spread policy on Iran by taking part in this goal. We will try to figure out how the occupation of the two colonial countries in Iran, how the hunger and mass deaths arising from Britain’s storage of basic foods during the war, and the situation arising in Iran with the Soviet Union’s withdrawal from the war with socialist opposition. The dissolution of the Soviet Union’s Iranian policy and the British diplomatic movements will be dealt with in the axis of government changes that often occur in the Khazarian administration. We will try to reveal the Iranian-English Agreement signed after the war and the loss of independence and why Rıza Mirpençe was brought to power according to the sources of the time.

In particular, at the beginning of the 20th century, Britain, which made its influence felt in Iran, put into action all diplomatic maneuvers so that Russia, which had its targets in the same lands, did not stray from the route of India and did not reach the Persian Gulf. Britain was successful in its policy of keeping Russia busy at the desk and content with Iran's occupation of its northern lands. At the beginning of the Qajar administration, he played a mediator role to prevent the Iranian-Russian Wars, which started with the occupation of the northern lands during the reign of Fethali Shah, from spreading to the south, and as a result of this role, he ensured that Iran was sentenced to heavy war compensation with the Gulistan and Turkmençay agreements signed between the two states. The compensation to be paid to Russia facilitated the establishment of British influence financially, and the fact that the occupied lands remained in Russia stopped this state. Seeing Iran as its own sphere of influence before the First World War, Britain, on the other hand, wore down the Qajar administration and moved towards its goal step by step. Russia, on the other hand, has revealed its expansionist policy on Iran by taking a role in this goal. In our study, we will try to give the occupation of the two colonial countries mentioned in Iran, how the British stockpiled basic foodstuffs during the war caused famine and mass deaths, and the situation that emerged in Iran after the Soviet Union's withdrawal from the war with the socialist revolution. The Soviet Union's Iran policy and Britain's diplomatic moves and the neutralization of this policy will be discussed in the context of frequent government changes in the Qajar administration. We will try to reveal the loss of independence with the Iran-British Agreement signed after the war and why Rıza Mirpençe was brought to power in line with the sources of the period.
