SULTAN IV. MURAD’IN ÇERKEŞ VAKFI’NA AİT MART 1668 TARİHLİ MUHASEBE DEFTERİ ÜZERİNE BİR DEĞERLENDİRME

Abstract:

Vakıflar, Osmanlı döneminde toplumsal hayatın en önemli kurumlarından biri olarak karşımıza çıkmaktadır. Osmanlı şehir ve kasabalarında halkın bayındırlık, eğitim, kültür, sağlık ve sosyal hizmetleri büyük ölçüde vakıflar tarafından karşılanmıştır. Sultan IV. Murad, 1635 yılı Revan Seferi dönüşü Çerkeş menzilinde konaklamıştır. Bu sırada gördüğü ihtiyaç üzerine Silâhtar Mustafa Paşa’dan burasını bayındır hale getirmesini istemiştir. Mustafa Paşa burada bir cami yaptırmış ve bu camiye gelir sağlamak için han, hamam, dükkânlar, boyahane ve ekmek fırını inşa ettirmiştir. Bu yerlerin ve burada haftada bir kurulan pazarın pazar vergisi gelirlerini de caminin ihtiyaçları için vakfetmiştir. Sultan IV. Murad Vakfı, XX. yüzyıl başlarına kadar varlığını devam ettirmiştir. Günümüzde vakıf eserleri arasında sadece hamamı ayakta kalmıştır. Bu çalışmada, Osmanlı Arşivinde bulunan vakfa ait 1668 tarihli muhasebe kaydına göre vakfın durumu değerlendirilmiştir. Sultan IV. Murad’ın Çerkeş’te yaptırmış olduğu camii ve buraya vakfettiği yerler, vakıf gelirleri, vakıf görevlileri, görevlilere tahsis edilen ücretler ve yapılan diğer masraflar bu çalışmanın konusunu teşkil etmiştir.

The foundations appear to us as one of the most important institutions of social life in the Ottoman era. In the Ottoman cities and cities, people’s welfare, education, culture, health and social services are largely welcomed by the foundations. The Sultan IV. Murad resided in 1635 at the Revan Seferi Return Square. At the time he saw the need, Silâhtar Mustafa Pasha asked him to make this place a shelter. Mustafa Pasha built a mosque here and built a Han, Hamam, shops, paintings and bread oven to provide income to this mosque. These places and the markets set up here a weekly market tax revenues have also been funded for the needs of the mosque. The Sultan IV. The Murad Foundation, XX. It continued to exist until the beginning of the century. Nowadays, among the foundation works only the Hamam stands. In this study, the status of the foundation was assessed according to the 1668 accounting records of the foundation located in the Ottoman Archive. The Sultan IV. The camii that Murad built in Çerkeş and the places he founded here, the foundation revenues, the foundation officials, the wages allocated to the officials and other expenses were the subject of this work.

Foundations emerge as one of the most important institutions of social life in the Ottoman period. Public works, education, culture, health and social services of the people in Ottoman cities and towns were mostly provided by foundations. Sultan IV. Murad stayed in Çerkeş on the return of the Revan Campaign in 1635. In the meantime, Sultan IV. Murad requested from Silahtar Mustafa Pasha to make Çerkes a prosperous town. For this purpose, Mustafa Pasha built a mosque here and built an inn, bathhouse, shops, paint shop, bread oven to generate income for this mosque. He devoted the market tax revenues of these places and the market established once a week to the needs of the mosque. Sultan IV. Murad’s Foundation continued its existence until beginning of the twentieth century. Today, only the Turkish bath has survived among the works of this foundation. In this study, the status of the foundation was evaluated according to the accounting record of the foundation in the Ottoman Archive dated 1668. The subject of this study is the mosque built by Silahtar Mustafa Pasha in Çerkeş and the places he devoted to here, foundation revenues, foundation officers, wages allocated to the officers and other expenses.
