Abstract:

After the 1877-1878 Ottoman Russian War, Kars remained under the Russian rule until the 3 March 1918 Brest Litovsk Treaty, and during this process, the people preferred to migrate to the inner parts of Anatolia because a Russification policy was implemented in all areas. The Turkish people who did not migrate and remained in the region were attempted to cut off the connection with Anadolu, the Turkish broadcast in Kars was not allowed and the city was not put into the book outside of the Quran-i Kerim. The "Kars newspaper" issued by the Russian government during this period is historically of great importance, although it does not carry publication value for the Turkish people because it is Russian.  The Kars newspaper contains important information about the period between 1883 and 1917. The objective of the study is to reveal the events in the region on the occasion of the newspaper and again on the occasion of the newspaper and to identify the perspective of the Russian light and government towards the Turkish-Muslim people. In this direction, the number provided by the newspaper has been studied, translated with the support of my dear student Dilbar Izatova, the paper has been evaluated.
