Afet Yönetimi ve Planlaması Perspektifinden Türkiye Afet Müdahale Planının Değerlendirilmesi

Abstract:

Yönetim biliminin kendisine özgü bir dalı olarak kabul edilebilecek afet yönetiminin, yönetim biliminin temel fonksiyonlarını kendisini meydana getiren amaca uygun şekilde yorumlaması ve uygulaması beklenebilecektir. Bilindiği üzere plan ve planlama süreci, yönetim ve ilgili faaliyetler açısından amaca giden yolun en önemli parçasını oluşturmaktadır. Bu bakımdan planlama süreci sonucunda elde edilen planlar, bir işin olması gerektiği gibi yürütülebilmesinin önemli bir koşulu olarak değerlendirilmelidir. Bu nedenle, afet yönetimi içerisinde de planlama sürecinin ve süreç sonucunda elde edilen planların, tıpkı yönetim bilimindeki gibi fakat afet yönetiminin kendisine özgü koşulları dikkate alınarak yürütülmesi, üretilmesi ve işletilmesi beklenmelidir. 2014 yılında yürürlüğe giren Türkiye Afet Müdahale Planını bu ilkeler ışığında yeniden okuma ve değerlendirme amacını taşıyan bu çalışmada elde edilen bulgular, Türkiye’nin afet yönetimine ilişkin uzun dönemli bir ulusal stratejiye ve bu stratejiyi destekleyecek yeni ve tek bir yasal altyapıya olan ihtiyacını ortaya çıkarmaktadır.

Abstract:

It may be expected that catastrophic management, which can be considered as a branch of management science, will be interpreted and applied accordingly to the purpose it creates the basic functions of management science. The planning and planning process, as it is known, is the most important part of the path to the goal in terms of management and related activities. In this regard, the plans obtained as a result of the planning process should be considered as an important condition for a business to be performed as it should be. Therefore, in the catastrophe management, the planning process and the plans obtained as a result of the process should also be expected to be carried out, produced and operated, as in the management science, but taking into account the specific conditions of catastrophe management. The findings obtained in this study, which aims to re-read and evaluate the Turkish Disaster Intervention Plan, which entered into force in 2014, reveal the need for a long-term national strategy for disaster management and a new and single legal infrastructure to support this strategy.
