Abstract:

A planned urbanization has not been possible in Turkey since the 1950s due to the increase in migration from rural to urban areas and economic and political instability. Urban road network, location of public buildings, service areas, urban green space, etc., urban function areas could not develop in a planned manner due to unplanned urbanization in Rize. Especially when the issue of where the public buildings should be built is neglected, inequalities of opportunity and accessibility problems occur from time to time in the services provided in public buildings. The subject of this study is the determination of the compliance of the places of the schools, where an important public service is provided, with the regulations. In the research, it is aimed to describe the accessibility situation based on the walking distances recommended by the Spatial Plans Production Regulation from the residences in the city of Rize to public schools with the help of spatial analysis supported by Geographic Information Systems. Network analysis was applied to the data collected in the study with ArcGIS 10.2 software. As a result of the analysis, it was seen that there were accessibility problems at all education levels. The study provides a practical contribution to the literature in terms of producing information for future plans by revealing that there is an access problem in the neighborhoods and schools in the city of Rize.
