Türkiye’de cumhuriyetin ilanıyla beraber Parlamenter Sisteme geçilmiş ve günümüze kadar da ülke bu sistemle yönetilmiştir. Ancak 2017’de Cumhurbaşkanı Recep Tayyip Erdoğan’ın meclise sunduğu Başkanlık Sistemi teklifi, Milliyetçi Hareket Partisi’nin (MHP) desteğiyle kabul edilmiş ve referandum yapılmasına karar verilmiştir. Bu karar sonucunda 16 Nisan 2017 tarihinde sandığa gidilmiş ve sandıktan “evet” sonucu çıkmıştır. Basın ve siyaset ilişkisi sürekli eleştirilen bir konu olmakla beraber, böyle bir ilişkinin varlığı da yadsınamamaktadır. Basın ve siyaset arasındaki ilişkiyi başta haber olmak üzere, köşe yazıları ve karikatürler gibi basının her materyalinde görmek mümkündür. Bu çalışmada, 2017 Başkanlık Sistemi referandumunun karikatürlere nasıl yansıdığı, söylem ve ideoloji ilişkisi bağlamında incelenmiştir. Diğer taraftan çizerlerin tabi oldukları gazetelerin ideolojilerini yansıtıp yansıtmadıkları da belirlenmeye çalışılmıştır. Bu doğrultuda iki aylık süreç içerisinde yayınlanan karikatürler incelenmiş ve referandumla alakalı olduğu tespit edilenler analiz için seçilmiştir. Bu çalışmada sağ görüşü temsilen Yeni Şafak ve Yeni Çağ, sol görüşü temsilen ise Cumhuriyet ve Evrensel gazetelerinin karikatür arşivleri incelenmiştir. Çalışmada, nitel araştırma yöntemleri olan söylem analizi ve göstergebilimsel analiz bir arada kullanılmıştır. Çalışmanın bulguları, karikatürlerin yayınlandıkları gazetelerin yayın çizgilerine göre çizildiklerini ve çizgilerde ona yönelik bir söylem oluşturulduğunu ortaya koymuştur.
In Turkey, with the proclamation of the Republic, the Parliamentary System has been translated and until today the country has been governed by this system. But in 2017, the President Recep Tayyip Erdoğan's proposal for the Presidential System to the parliament was approved with the support of the Nationalist Movement Party (MHP) and a referendum was decided to be held. As a result of this decision, he went to the box on April 16, 2017 and came out of the box the result of "yes". The relationship between the press and politics is a subject that is constantly criticized, but the existence of such a relationship cannot be denied. The relationship between the press and politics can be seen in every material of the press, such as corner writings and cartoons, primarily news. In this study, we have studied how the 2017 Presidential System referendum reflects on cartoons, in the context of the relationship between speech and ideology. On the other hand, it has been tried to determine whether the painters reflect the ideologies of the newspapers they undertake. The cartoons published in the course of two months have been examined and identified as related to the referendum have been selected for analysis. In this study, the new Dawn and New Age represented the right view, the left view represented the cartoon archives of the Republic and Universal newspapers. In the study, qualitative research methods were used in combination with speech analysis and indicative analysis. The findings of the study showed that the cartoons were drawn according to the publication lines of the newspapers in which they were published and that a speech was created on the lines.
