İktisadın doğuşu kadar eskiye dayanan borçlanma kavramı özellikle küreselleşme hareketlerinin doruk noktasına ulaştığı günümüzde devletlerin önemli bir finansman kaynağı konumuna gelmiştir. Çoğu gelişmekte olan ülke gibi Türkiye de gelir gider dengesizliklerini kapatmada borçlanmaya sık sık başvurmuştur. 2000’li yıllardaki gerek yaşanan krizler gerekse son dönemdeki covid-19 pandemisinin de küresel çaptaki etkisiyle birlikte birçok ekonomik göstergede olduğu gibi borçlanma göstergelerinde de ciddi kötüleşmeler yaşanmıştır. Bu açıdan bakıldığında Türkiye’nin mevcut sürdürülebilir borçlanma politikasını devam ettirebilmesi için gerek iç gerekse de dış borçlanması detaylı bir şekilde analiz edilmelidir. Bu analizi yaparken sadece borcun miktarı değil borcun milli gelire oranı, borç çevirme oranları, borcun vadesi, borcun maliyeti, borç senetlerinin kimlerin elinde bulunduğu ve kimler tarafından kullanıldığı, ödeme projeksiyonları, borcun döviz kompozisyonu gibi birçok göstergenin ele alınması gerekmektedir. Bu doğrultuda çalışmada Türkiye’nin 2000 sonrası iç ve dış borç bileşenleri tüm yönleriyle ele alınmıştır. Çalışma sonucunda gerek iç gerekse de dış borç göstergelerinde 2000 sonrasında belli dönemlerde sağlanan istikrarın özellikle yaşanan krizlerin ardından ve covid-19 pandemi sürecinde bozulmaya başladığı tespit edilmiştir.
The concept of debt, which is backed up to the birth of the economy, has become an important source of financing for the states today, especially when it has reached the peak of the globalization movements. As many developing countries, Turkey has often applied to borrowing in closing its income and expenditure imbalances. The crisis of the 2000s and the recent covid-19 pandemic has also been seriously deteriorating in the debt indicators, as well as in many economic indicators, as well as in the global impact of the recent covid-19 pandemic. From this point of view, the internal or external debt needs to be analyzed in detail in order to continue the existing sustainable debt policy of Turkey. When doing this analysis, it is necessary to deal with many indicators such as the amount of debt, not only the amount of debt, the national income ratio of debt, the debt conversion rates, the debt period, the debt cost, who holds and who uses the debt assets, the payment projections, the debt currency composition. In this direction, the study discussed the internal and external debt components of Turkey after 2000 with all aspects. The study found that the stability provided in certain periods in both internal and external debt indicators after 2000 has begun to deteriorate especially after the crises that occur and during the Covid-19 pandemic process.
