Parlamenter sistemlerin gelişimiyle halkın mali konular hakkında söz sahibi olması şeklinde tanımlanan bütçe hakkı, yaklaşık 800 yıllık bir demokrasi mücadelesi neticesinde elde edilmiştir. Bütçe hakkına ilişkin ilk kıvılcım İngiltere’de ateşlenmiş ve ardından diğer ülkelere yayılmıştır. İngiltere’de yönetim ve millet arasındaki mücadele neticesinde imzalanan ilk yazılı belge Magna Carta’dır. Ülkemizde ise bütçe hakkının gelişimi cumhuriyet öncesi dönemde batıdakinin aksine halk iradesini kabul ettirme çabaları sonucunda değil yenilikçi devlet adamlarının girişimleri neticesinde yaşanmıştır. Cumhuriyetin ilanından sonra ise gerek çıkarılan anayasalarda gerekse kanunlarda bütçeye ve bütçe hakkına dair kesin ve net hükümlere yer verilmiştir. Bu çalışmada bütçe ve bütçe hakkı kavramlarına yer verildikten sonra ülkemizde bütçe hakkının gelişim süreci hakkında bilgi verilip, çıkarılan anayasalar ve kanunlar çerçevesinde ne gibi düzenlemeler yapıldığı açıklanmaya çalışılacaktır
The right to budget, defined as the public’s ownership of financial issues by the development of parliamentary systems, was achieved as a result of about 800-year democracy struggle. My first flame on budget rights was launched in Britain and then spread to other countries. The first written document signed in Britain as a result of the struggle between the government and the nation is the Magna Carta. In our country, the development of the budget right in the pre-Republican period was not the result of the efforts to accept the will of the people, but the result of the initiatives of the innovative state men. After the proclamation of the Republic, in the necessary constitutions, if necessary, the laws have placed clear and clear provisions on the budget and the right to budget. In this study, the concepts of budget and budget rights will be included in our country, and we will try to explain what arrangements are made in the framework of the constitutions and laws adopted.
