Abstract:

In recent years, studies have been carried out to bring important destinations to the fore instead of the whole country in tourism. For this reason, local governments are on the way to become the main element of tourism. Because they dominate the social, economic and geographical structure of the city, the first institution that comes to mind when it comes to local government is municipalities. Municipalities undertake an important role and responsibility in determining tourism policies and plan tourism based on the identity of the city. However, not every municipality can achieve the same success in tourism. Because local promotions are developed and implemented in line with the vision, election promises and policies of the local administrator. Therefore, the contribution of mayors to tourism varies in each city. This study discusses and evaluates how municipalities can contribute to tourism policies in Turkey. It is hoped that the article will be important in terms of its contribution to the national and international studies of central and local government institutions or the promotion policies they will produce. The study is limited to the tourism policies of Doğubayazıt Municipality of Ağrı province. In this study, which was based on the qualitative research method; A literature review was made, and data were obtained by examining the reports of national institutions and organizations. These data were evaluated with the document analysis technique and the findings were reached. There was no need for an "Ethics Committee Report" since survey, interview, focus group work, observation, experiment and interview techniques were not used. At the end of the study, it was reached that the tourism policy of Doğubayazıt Municipality was not sufficient and some suggestions were given.
