Soğuk Savaş sonrası dönemde ABD’nin realist kuramın ilkeleri doğrultusunda aldığı kararlar pozitivist geleneğe dönüş vurgusu yaparken, Çin’in uluslararası sistem içerisinde yürüttüğü akıllı güç politikaları post-pozitivist geleneği ön plana çıkarmaktadır. Soğuk Savaş sonrası dönemde iki kutuplu dünya düzeninin sona ermesi sonucunda Amerikan yönetimi belirli bir süre sistem içerisindeki üstünlüğünü devam ettirse de 9/11 terör olayları sonucunda yaşanan siyasi kriz ve 2008 küresel mali kriz sonucunda sistem içerisindeki hegemonyası daha yüksek sesle sorgulanmaya başlanmıştır. Amerika’nın sistem içerisindeki gerileyişi rakip güç olan Çin’in ikame güç olabileceği yönündeki söylemleri arttırmıştır. Çin’in 2000’li yıllardan itibaren süreklilik gösteren yükselişi, sistem içerisinde daha belirgin rol oynamasına yol açmıştır. Bu çalışma da, uluslararası ilişkilerde hegemonya olgusu ele alınarak, uluslararası sistem içerisinde gücün dönüşümü Realist ve Neo- Gramsiyan hegemonya kavramı çerçevesinde ABD ve Çin rekabeti temellinde incelenecektir. Çalışmanın ana sorunu olan Çin’in artan ekonomik ve sosyo politik gücünün sistem üzerinde dönüşüm etkisi yaratacağı argümanını Neo-Gramsiyan hegemonyaya kavramı çerçevede analiz etmektedir.
The decisions taken by the U.S. in the post-Cold War period in line with the principles of the realistic theory emphasize the return to the positivist tradition, while China’s intelligent power policies within the international system put the post-positivist tradition in the forefront. While the end of the two-pole world order in the post-Cold War period continued the U.S. administration to dominate within the system for a certain period of time, the political crisis resulting from the 9/11 terror events and the 2008 global financial crisis began to be questioned with a heavier voice on its hegemony within the system. The decline within the system has increased the claims that China, a rival power, could be a residential power. China’s continuous rise since the 2000s has led to a more significant role in the system. This study will also be examined on the basis of the competition between the U.S. and China on the basis of the realistic and neo-Gramsian hegemony concepts of the transformation of power within the international system, addressing the fact of hegemony in international relations. The main problem of the study is the argument that China's increasing economic and social political power will have a transformative impact on the system in the framework of the Neo-Gramsian hegemony concept.
