OECD ÜLKELERİ KAMU SAĞLIK HARCAMALARININ ÇKKV YÖNTEMLERİ İLE PERFORMANS DEĞERLENDİRMESİ

Sağlık hizmetlerinin topluma etkin/adil sunulmasında kamu/özel sektör önemli rol oynamakta ve performansı ülke için önemli olmaktadır. Bu çalışmada, OECD ülkeleri için sağlık hizmeti performansının çok kriterli karar verme ÇKKV yöntemleri ile veri zarflama analizi DEA açısından değerlendirilmesi amaçlanmıştır. Analizlerde, 35 OECD ülkesine ait iki çıktı ile sekiz girdi değişkeninin 2010-2016 için kullanılmıştır. DEA, entropy, CRITICS yöntemleriyle 11 farklı senaryo üzerinden kriter/değişken önem dereceleri objektif olarak veriler üzerinden hesaplanmış, DEA, TOPSIS, GRA yöntemleriyle 26 farklı senaryo kullanılarak OECD ülkelerinin sağlıktaki performans sıralaması gerçekleştirilmiştir. Çıktı değişkenlerinden bebek ölüm oranı, yaşam beklentisinin iki katı öneme sahip olduğu ve girdide ise sağlık donanım yatırımları ile sağlık harcamalarının önemli olduğu gözlenmiştir. OECD ülkelerinin sağlık hizmetleri etkinliği/performansı uzlaşık sonuç üreten borda sayım yöntemiyle değerlendirilmiştir.

Abstract:

The public/private sector plays an important role in the effective/fair provision of health services to society and its performance is important to the country. This study aims to evaluate the performance of healthcare for OECD countries with a multi-criteria decision-making CCCV methods and data coverage analysis in terms of DEA. In the analysis, two output from 35 OECD countries and eight input variables were used for 2010-2016. The criteria/variable importance scores are calculated objectively through data through 11 different scenarios using the DEA, entropy, CRITICS methods, the DEA, TOPSIS, GRA methods using 26 different scenarios, the OECD countries performed in health ranking. From the outcome variables, the rate of child death has been observed that life expectancy is twice more important and in the entrance health equipment investments and health expenditure are important. The effectiveness/performance of health services in OECD countries has been assessed by the line counting method that produces approximately results.

This study aims to evaluate the healthcare performance for OECD countries which Turkey is a member in terms of multi-criteria decision-making MCDM methods and data envelopment analysis DEA . In the analysis, two output and eight input health data for the 35 OECD countries for 2010-2016 are used. CCR output-oriented DEA model , entropy and CRITICS methods are used to determine the priorities of the criteria/variable in terms of 11 different scenarios with using the data; and OECD countries are raked by using 26 different scenarios with DEA, TOPSIS and GRA methods according to health effectiveness/performance. The infant mortality rate from the output variables is twice more important than the life expectancy, and health equipment investments and health expenditures from the output factors are important than others.
