MİNTZBERG’İN KOORDİNASYON MEKANİZMALARININ OKUL YÖNETİCİLERİ TARAFINDAN UYGULANMA DÜZEYİ

Abstract:

Araştırmanın amacı, Mintzberg’in koordinasyon mekanizmalarının okul yöneticileri tarafından uygulanma düzeyini belirlemektir. Bu amaçla araştırmada nitel araştırma desenlerinden olgubilim deseni benimsenmiştir. Araştırmanın örneklemini 2015-2016 eğitim-öğretim yılında Ankara ilinde görevli ilkokul, ortaokul ve lise eğitim kademelerinden 15 okul yöneticisi oluşturmaktadır. Veriler görüşme formlarıyla toplanmıştır ve içerik analizi ile betimsel analiz kullanılmıştır. Araştırmanın sonuçlarına bağlı olarak, Mintzberg’in koordinasyon mekanizmalarının okullarda karşılığı olduğu ve okul yöneticileri tarafından uygulanmakta olduğu belirtilebilir. Okul yöneticilerinin, karşılıklı uyumu okulun iş faaliyetinde ortaya çıkararak doğrudan kullandıkları, bu konuda iletişimin ön plana çıktığı belirlenmiştir.Okul yöneticileri, iletişimi yönetimde bir araç olarak kullandıkları, bu konuda karşılıklı uyum mekanizmasının görevlerin yerine getirilmesinde, iletişimin ön plana çıkarılarak sağlandığı, iletişim aracılığıyla çalışanları etkileyebildikleri ve koordine edebildikleri belirlenmiştir. Okul yöneticilerinin doğrudan denetimi en fazla yetki devri aracılığıyla kullandıkları belirlenmiştir. İş süreçlerinin standartlaştırılması mekanizmasını, öğretmen görev ve sorumluluklarının belirlenmesinde, görev ve sorumlulukların yerine getirilmesinde müdür yardımcıları ve yönetmelikler aracılığıyla kullandıkları belirlenmiştir. Bunun yanında, idari personelin iş takibinde, kurul, şube ve zümre toplantılarının yapılmasında, öğretim anlamında belirli bir standardın yakalanmasında kullandıkları belirlenmiştir. Ürünlerin standartlaştırılması mekanizmasını ise öğrencilere bilgi, beceri kazandırma, yükseköğretime girebilecek donanım ve yeterliliğe sahip öğrenci yetiştirme, öğrencilerin değerler açısından belirli standartları yakalayarak mezun etmeyi sağlama yoluyla faaliyete geçirdikleri belirlenmiştir. Çalışanların becerilerinin standartlaştırılmasını ise, hizmet içi eğitim, seminerler, öğrencilerin standart becerilere ulaşmasını hedefleme yoluyla sağlamakta oldukları belirlenmiştir.

The level of implementation of the coordination mechanisms of Minnesota on behalf of school managers

The purpose of the study is to determine the level of implementation by school managers of Mintzberg’s coordination mechanisms. For this purpose, the research has been adopted from the quality research patterns. The examples of the study are made up of 15 school managers from the primary, secondary and secondary education stages in Ankara in the 2015-2016 educational year. The data was collected through interviews forms and used with visual analysis and content analysis. Depending on the results of the study, it can be stated that Mintzberg’s coordination mechanisms are rewarded in schools and are implemented by school managers. School managers have been determined that they use the communication directly by revealing mutual harmony in the business activity of the school, that communication is in the forefront.School managers have been determined that they use the communication as a tool in management, in the performance of the tasks of the mutual harmony mechanism in this area, that communication is provided by putting the communication in the forefront, that they can influence and coordinate the employees through communication. School managers have been determined to use the direct supervision through the most authority transfer. The mechanism of standardization of business processes, the teacher’s tasks and responsibilities, the execution of tasks and responsibilities are determined through the assistant manager and the regulations they use. In addition, in the work tracking of the administrative staff, in the conduct of board, branch and assembly meetings, they have been determined to use in the capture of a specific standard in the sense of teaching. The mechanism of standardization of products is determined by providing students with knowledge, skills, equipment to enter higher education and skilled student training, and by providing students to graduate by capturing certain standards in terms of values. The standardization of employees’ skills has been determined by providing them through service training, seminars, the aim of achieving students to the standard skills.

This study aimed to determine the level of implementation of Mintzbergs’ coordination mechanisms by school administrators. For this purpose, the phenomenology design, one of the qualitative research designs, was adopted in the research. The sample of the study includes 15 school administrators of primary, secondary, and high school education levels in the 2015-2016 academic years. Data were collected with interview forms and content analysis and descriptive analysis were used. Based on the results of the study, it can be stated that the Mintzberg coordination mechanisms have an analog in schools and are being implemented. It can be stated that administrators use mutual rapport, revealing it in the working activities of the school and that communication comes to the fore. Administrators use the mechanism of direct control through the delegation of authority, standardization of work processes, the definition of duties and responsibilities of teachers, the fulfillment of duties and responsibilities with the regulations through deputy directors, control over administrative staff, holding meetings of boards, branches, and groups, achieving a certain standard in the training plan. It was determined that the standardization of school outcomes is done by providing students with knowledge and skills, preparing students for admission to universities, obtaining specific graduation standards values, standardization of employee skills through in-service training, and seminars, and aiming to achieve ordinary skills  of students.
