Toplumların refah seviyelerinin arttırılması ve yaşam standartlarının yükseltilmesi kamu politikalarının temel amaçlarından birisidir. Kişilerin ödemiş olduğu vergiler, kişilerin gelir düzeyi, yaşam kalitesi ve refah düzeyine etki edebilmektedir. Bu çalışmada dolaylı ve dolaysız vergi geliri ile insani gelişmişlik endeksi arasındaki ilişkiyi tespit edebilmek amaçlanmıştır. Çalışmada, Türkiye’de 1990-2019 yılları arasında tahsil edilen dolaylı ve dolaysız vergi gelirleri ile insani gelişmişlik endeksi arasındaki ilişki Toda-Yamamoto 1995 Nedensellik Analizi ile test edilmiştir. Gerçekleştirilen analiz sonucunda, dolaysız vergiden insani gelişmişlik endeksine doğru tek yönlü, insani gelişmişlik endeksinden ise dolaylı vergiye doğru tek yönlü olmak üzere nedensellik ilişkisi tespit edilmiştir. Türkiye’de 19902019 yılları arasında dolaysız vergi gelirleri insani gelişmişlik üzerinde etkili olmaktadır. Ayrıca insani gelişmişliğin dolaylı vergi geliri üzerinde etkili olduğu görülmektedir
Increasing the levels of well-being in societies and raising the standards of life are one of the main objectives of public policy. The taxes paid by individuals can affect the income level, the quality of life and the level of well-being of individuals. This study aims to identify the relationship between indirect and indirect tax income and the human development index. In the study, the relationship between indirect and indirect tax revenues charged in Turkey between 1990-2019 and the Human Development Index was tested with Toda-Yamamoto 1995 Causal Analysis. According to the analysis, the causal relationship from indirect tax to human development index is one-way, and from human development index to indirect tax is one-way. In Turkey, indirect tax revenues between 1990 and 2019 have been influenced by human development. It is also seen that human development affects indirect tax income.
Increasing welfare levels of societies and increasing living standards is one of the main objectives of public policies. Taxes paid by people can affect their income level, quality of life and welfare. This study aims to determine the relationship between direct and indirect tax income and human development index. It tests the relationship between direct and indirect tax revenues that were collected between the years 1990-2019 in Turkey and human development index with Toda-Yamamoto 1995 Causality Analysis. The analysis indicated a one-way causality relationship from direct tax to human development index and one-way causality relationship from indirect tax to human development index. Direct tax revenues had an impact on human development between the years of 1990-2019 in Turkey. In addition, human development had an impact on indirect tax revenue
