Abstract:

The aim of this study is to examine the importance of the trustworthiness of public institutions on the basis of ethics and legitimacy. In this respect, a literature review will be carried out on the subject. Trust is a sentiment and concept sought in both private and formal relationships. Because trust ensures that both types of relations are carried out in a favourable way. Ensuring the trustworthiness of public institutions in public administration is accomplished by complying with ethical principles. The ethical conduct of public officials in public institutions establishes trust. Trust reveals legitimacy and protects the legitimacy. Public trust is an important concept and phenomenon for the efficacy of public administration. The functioning of the principle of transparency in the context of the understanding of new public management eliminates doubts about trust. It is therefore important to make public practices transparent and to facilitate citizens' access to such practices.
