Parlamenter sistem, başkanlık ve yarı başkanlık sistemleri, dünya üzerinde yaygın olarak kullanılan hükümet sistemleridir. Dünya üzerinde, kimi ülkelerde başkanlık sistemi, kimi ülkelerde parlamenter sistem, kimi ülkelerde de bu iki sistemin karışımı olan yarı başkanlık sistemi uygulanmaktadır. Ülkelerin, bu hükümet sistemlerinden birini tercih etmelerinde, söz konusu ülkenin toplumsal yapısı ve coğrafi özellikleri etkili olmaktadır. Cumhurbaşkanlığı Hükümet sistemi, ülkemizde uygulanmaya başlanan yeni bir hükümet sistemidir. Her ülkede olduğu gibi, Türkiye’de de, uygulanacak hükümet sistemi, ülkenin koşullarına, yapısına, özelliklerine göre şekillenmektedir. Dolayısıyla, bu sistemlerden hangisinin ülke için faydalı olacağı uzun zamandır tartışılmaktadır. Hükümet sistemleri, uygulandığı ülkelerde farklılıklar gösterebilmektedir. Bu nedenle bir ülkenin hükümet şekli incelenirken o ülkenin tarihine, coğrafi, toplumsal ve kültürel yapılarına bakmak son derece önemlidir. Bu makalede, öncelikle kavramsal düzeyde mevcut hükümet sistemlerinin özellikleri, avantajları ve dezavantajları açıklanmakta, ardından ülkemizde ilk defa uygulanan “Cumhurbaşkanlığı” hükümet sistemi hakkında bilgiler verilmektedir. Öte yandan, söz konusu sistemlerden hangisinin Türkiye için daha yararlı olacağı değerlendirilmektedir.
Parliamentary systems, presidential and semi-presidential systems are the government systems that are widely used worldwide. In the world, in some countries, the presidential system, in some countries, the parliamentary system, and in some countries, the semi-presidential system, which is a mixture of these two systems, is implemented. When countries choose one of these government systems, the social structure and geographical characteristics of the country concerned are influential. The presidential government system is a new government system that begins to be implemented in our country. As in every country, in Turkey, the government system to be implemented is formed according to the conditions, structure, characteristics of the country. Therefore, it has long been discussed which of these systems will be beneficial for the country. Government systems can show differences in the countries where they are implemented. Therefore, it is extremely important to look at the history, the geographical, social and cultural structures of that country when examining the form of a country’s government. This article first describes the characteristics, advantages and disadvantages of the existing government systems at the conceptual level, and then gives information about the “Presidential” government system implemented for the first time in our country. On the other hand, it is estimated which of these systems will be more useful for Turkey.
Parliamentary system, presidency and semi-presidency systems are used as a common governance style or regime in worldwide. Mixed of these two governance system, semi-presidency system is also could implement in some countries. The social structure and geographical feature can effect the determination process of countries governance system or regime. Presidential system is one of the governance system that is considered to be implement in Turkey. As all of other countries, also in Turkey choosing governance system is according to the country’s feature, construction and conditions. Therefore, which one of these governance system is more beneficial for the country has been the subject of a lot of discussions for a long time. The governance system might show alteration according to the country which it’s appliedFor this reason, when a country’s governance system has examined, it’s history, geographical construction , social and cultural features are extremely important. In this article, firstly, present features of governance systems, advantages and disadvantages are explained and after that some informations have given about Presidency government system that’s considered to be apply. On the other hand, it’s examined that which one of these governance systems that has mentioned would be more useful for Turkey.
