Abstract:

Urban transformation projects are initiated in order to create more qualified living spaces in the settlements where the quality of life of the cities decreases and is found to be vulnerable to disasters. However, it is seen that the urban transformation projects started cannot provide the initially targeted opportunities in time. In this study, based on the concept of urban transformation, the content of the Law on the Transformation of Disaster Risk Areas numbered 6306 and the applications in Fikirtepe urban transformation region declared as a risky area within the scope of this law are examined and the application results are discussed. The physical and spatial applications of the plans made in the region are analyzed. In the Fikirtepe region, which is expected to achieve better living standards and qualities in the light of changing urban identity and population paradigms, evaluations have been made on the adaptation of the emerging living areas to the existing identity and potentials of the region and the topography. In addition, with the Fikirtepe example, how much the urban identity and the visions that are transformed can respond to the demands and how the applications are compatible with the planning principles and ethical values are discussed and implementation problems and solution proposals made in disaster risk areas are discussed.
