İNŞAAT İŞLERİNİN İŞ PROGRAMINA BAĞLI NAKİT AKIŞI DEĞİŞKENLİĞİNİN SAPTANMASI VE DÜZENLENMESİ

Abstract:

İnşaat projesinin yapım süresi ve maliyeti inşaat öncesinde hazırlanan malzeme tedariki ve metraj verilerine dayanarak oluşturulan iş programı ve maliyet analizleri temel alınarak tahmin edilir. İnşaat sürecinde öngörülemeyen etkenler nedeniyle iş programında ve maliyetlerde değişiklikler meydana gelebilir. Bu durum, nakit akışını etkiler. İnşaat sırasındaki iş yoğunluğu nedeniyle nakit akışının güncellemesinin ihmali, gelir gider dengesinin önceden bilinememesine neden olacak ve inşaatın finansmanı üzerinde önemli sorunlar doğurabilecektir. Bu çalışmada, belirtilen sorunların oluşmaması ve güncel verileri kullanarak en doğru ve güncel nakit akışı elde etmek için hakediş hesaplamalarını doğrudan iş programı ile ilişkilendirerek hesaplayan bir model geliştirilmiştir. Bunun için tüm metraj hesaplarında işlem adımları formülleştirilmiş ve formüller hesap cetveli uygulamasında tanımlanmıştır. Malzeme tedariki dâhil metraj verileri ile iş kalemlerinin işçilik ihtiyaçları ve süreleri belirlenmiştir. Doğrusal iş programı ile oluşturulan iş planından aktivitelerin başlangıç ve bitiş süreleri elde edilmiştir. Aktivitelerin maliyetleri birim fiyat analizleri ile belirlenmiş ve günlük gerçekleşen inşaat işleri ve harcamaları hesaplanmıştır. Aktivite sürelerinde olabilecek değişiklikler, iş programı ile birlikte güncellenmekte ve insan müdahalesi olmadan gerçekleşen kısma ait hak ediş ve kalan imalat bedeli yeniden hesaplanmaktadır. Hesaplamaların, tüm müteahhitlerin uygulayabileceği biçimde gösterilebilmesi için hesap cetveli uygulaması şeklinde tasarlanmıştır. Bu uygulama sayesinde müteahhitler inşaat işlerinin nakit akışını anlık güncelleyebilecek ve ileride oluşabilecek olumsuzlukları önceden fark edip önlem alabileceklerdir.

The construction time and cost of the construction project is estimated on the basis of the work programme and cost analysis created on the basis of the materials supply and metrag data prepared before construction. Due to unpredictable factors during the construction process, changes in the business programme and costs may occur. This affects the cash flow. The lack of updating of the cash flow due to the work intensity during the construction will cause the incomes balance to be unknown in advance and may cause significant problems with the financing of the construction. In this study, a model was developed that calculated by directly linking the earliest calculations to the business program to the most accurate and up-to-date cash flow using the current data for the absence of the specified problems. For this purpose, the processing steps are formulated in all metrague accounts and the formulas are defined in the account quarter application. Materials supplies including metrag data and work pen's labour needs and times have been determined. From the work plan created with the real business program, the start and end times of the activities are obtained. The costs of the activities are determined by unit price analysis and calculated the construction work and expenses that occur daily. Changes that may occur during the activity times are updated along with the business program and the value of the part that occurs without human intervention and the remaining production cost are re-calculated. The calculations are designed in the form of an application of the account-covered application so that all contractors can show the calculations in the way they can apply. Thanks to this application, contractors will be able to instantly update the cash flow of the construction works and will be able to notice and take measures in advance of the negatives that may occur in the future.

Duration and cost of a construction project is estimated based on the construction schedule and cost analysis which are arranged according to the quantity take-off data prepared before the commencement of the construction. Construction schedule and budget may deviate because of the unforeseeable factors which might happen during construction. This situation would also affect cash-flow. Omission of updating the cash-flow because of the heavy workload during the construction would prevent the foreknowledge of balance of income and expenditure which may jeopardize financial situation of the construction. In this study, a model is developed which construct a relation between construction schedule and progress payments in order to obtain most accurate and update cash-flow and prevent the aforementioned problems. To accomplish this, all of the operation steps of quantity take-off are formulated and the formulae are defined to spreadsheet application. Man-hour and durations of activities are estimated by considering the quantity take-off data. Start and finish dates of the activities are obtained by work planed which is prepared by linear schedule. Costs of activities are determined by unit price analysis and daily performed construction items and daily expenditures are computed. Possible revisions on the durations of the activities are updated together with the construction schedule and the progress payments are recomputed without any human intervention. Computations are executed and demonstrated on spreadsheet application in order to make sure that all of the contractors can implement the proposed method. The contractors would be able to update the cash-flow immediately and foresee any adverse condition beforehand and may take precautions.
