Uluslararası rekabetin artık ekonomiler ve kültürler üzerinden sağlanması ülkeleri uygulamaya koydukları politikalar konusunda daha dikkatli davranmaya itmiştir. Sadece büyüme rakamlarının değerlendirilmeye alınıp, nicel faktörlerin ön planda tutulması, sosyolojik ve kültürel anlamda geri kalmışlığın artmasına yol açmış, konjonkturel istikrarsızlıkların ortaya çıkışında önemli bir etken olmuştur. Bu anlamda istikrarsızlıkların ve dalgalanmaların nedenini araştıran kuramlar, çözüm önerilerini büyüme üzerinden sunmuş, ekonomik kalkınmanın temelleri olan faktörlerin göz ardı edilerek geri kalmış toplumların sürece dahil olamamasına neden olmuştur. Bu çalışmanın amacı, kalkınma kavramının tarihsel gelişimini kuramlar ile açıklamak ve kuramların başarısız kaldıkları noktalara eleştirel bir bakış açısı sunmaktır. Tarihsel süreçte kalkınma kavramının açıklanmasında ekonomik büyümenin kullanılmasından kaynaklı birtakım eksikliklerin olduğu görülmektedir. Toplumsal yapıyı gözetmeksizin oluşturulan yaklaşımlar, iyileştirmeyi sağlamak yerine bazı toplumlarda yetersizliğe neden olmuştur. Sadece ekonomik göstergeleri ele alan çalışmaların yerine bütünü açıklamayı gerekli kılan kalkınma kavramı gelişmeye çalışan ülkelerin dâhil oldukları ciddi bir program haline gelmiştir. Öyle ki; tarım, sanayi ve hizmet sektörlerini birbirleriyle karşılıklı olacak şekilde düzenleme yoluna gidilmiş, kurumsal yapıları iyileştirmek adına çeşitli yenileme çabalarına girilmiş, eğitim, sağlık gibi öncül konularda yeni politikalar izlemiş ve refah seviyesini arttırıcı önlemlerle toplumsal kalkınmışlığı sağlamayı hedef edinmiştir. Bütünsel bir kalkınma yaklaşımı, toplumların kendi kültürlerine uygun ekonomik, sosyal, psikolojik ve sosyolojik gelişmeler ışığında sağlanabilir. Bu yüzden tek boyutta bir iyileştirmenin sağlanmasından öte birçok kurumun karşılıklı olarak iyileştirmeye yöneltilmesi başarılı çözümlemelere imkan sağlayacaktır.
The establishment of international competition now through economies and cultures has forced the countries to be more careful about the policies they put in practice. Only the growth figures were taken to be assessed, and the holding of quantitative factors in the forefront has led to an increase in social and cultural retardation, which has been an important factor in the emergence of conjunctual instabilities. The theories that investigate the causes of instability and volatility in this sense have presented solutions proposals through growth, and the factors that are the foundations of economic development have been ignored and caused retarded societies to not be included in the process. The aim of this study is to explain the historical development of the concept of development with theories and to provide a critical view of the points where theories fail. In the historical process, there are a number of shortcomings in the explanation of the concept of development arising from the use of economic growth. Approaches created without supervision of the social structure have caused disadvantage in some societies instead of ensuring improvement. The concept of development, which requires a comprehensive explanation instead of studies on economic indicators, has become a serious program that countries seek to develop are included in. In such a way that the agriculture, industry and service sectors have gone to the way of regulation in such a way that will be mutual, entered into various renewal efforts in the name of improving the corporate structures, followed new policies in primary matters such as education, health and aimed at ensuring social development with measures that increase the level of well-being. A comprehensive approach to development can be achieved in the light of economic, social, psychological and sociological developments of societies in accordance with their own cultures. Therefore, in addition to providing a single-dimensional improvement, the direction of many institutions to mutual improvement will enable successful solutions.
