Abstract:

This study examines the short work practice that the government applies as a labour market policy to reduce unemployment during crisis periods. In this regard, short work ensures the establishment of employment security and the right to work as an extension of the basic understanding of the protection of the employee. The study aims to explore the function of short work in the restructuring strategies in the labour markets and the application of short work in Turkey. The legal regulations for the application of short work are presented in various dimensions, the problems arising in the application and some solutions for these problems are developed. In particular, in the economic crises of the last 10 years, the practice of short-term work is a significant policy of the passive labour market in reducing the social costs of unemployment.
