Hukukun üstünlüğü, hukuk kurallarının bir toplumdaki her birey için eşit şartlarda uygulanması ve bu kuralların toplumun her kesimi tarafından kabul görmesi esasına dayanmaktadır. Bir ülkenin çağdaş ve demokratik bir ülke olarak nitelendirilmesi hususundaki ana etmenlerden biriside hukukun üstünlüğü ilkesi ne derece bağlı olduğu ile ilişkilidir. Bu doğrultuda uluslararası bir sivil toplum kuruluşu olan dünya adalet projesi (World Justice Project, WJP) 128 ülkede hukukun üstünlüğünün hangi boyutlarda olduğuna dair çalışmalar yürütmekte ve bu çalışmaları yıllık veriler dâhilinde yayınlanmaktadır. Bu bağlamda ele alınan bu çalışmada 2020 yılı itibarıyla hukukun üstünlüğü endeks değeri sıralamasında ilk beş ülke ile son beş ülkenin iktisadi göstergeleri tespit edilecek ve hukukun üstünlüğü ile iktisat arasındaki ilişki durumu çözümlenecektir. Ayrıca bu iki gruptaki ülkelerin Türkiye ile karşılaştırılması yapılarak, Türkiye’nin konu ülkelere göre güçlü ve zayıf yönleri tespit edilecektir
The rule of law is based on the principle of the rule of law being applied in equal conditions for every individual in a society and accepted by every part of society. One of the main factors in the regard of the qualification of a country as a contemporary and democratic country is how dependent the principle of superiority of law is. The World Justice Project (WJP), an international civil society organization, is conducting studies on the extent of the rule of law in 128 countries, and this study is published in annual data. In this context, the study will identify the economic indicators of the first five countries and the last five countries in the ranking of the value index of the rule of law by 2020, and the relationship between the rule of law and the economy will be addressed. In addition, by comparing the countries in these two groups with Turkey, the strengths and weaknesses of Turkey will be identified according to the country concerned.
