Abstract:

Bu çalışmada, 2007 yılında Türkiye’deki idareler tarafından yapılan ihalelerin 4734 sayılı Kamu İhale Kanununa uygunluğu incelenmiştir. Çalışmada, mevzuata uyum endeksi ve ihale verileri üzerinde ilk kez uygulanan mevzuata uygunluk çemberleri kullanılmıştır. İhale yapan idarelerin, yıl içinde yaptıkları ihalelerde hangi yönlerden mevzuata uydukları hangi yönlerden uymadıkları ortaya konmuştur. Mevzuata uygunluk çemberleri idarelerin uygulamadaki performanslarını bir bakışta göstermesi sebebiyle bu çalışmada tercih edilmiştir.
