Bütçe, kamu yönetimi için oldukça önemli fonksiyonları yerine getirir. Bu fonksiyonlar, devleti yönetme yetkisini elinde bulunduran iktidarın birtakım hedeflerini gerçekleştirmek için araçtır. Politik bir belge olan bütçe, toplumun çatışan ve rekabet eden menfaatleri arasında kıt kaynakları bölüştürür. Yürütmeyi oluşturan hükümet ya da iktidar da esasen bir siyasi partinin icra edeceği politikayı uygular. Bu kapsamda, politika ve bütçe arasındaki ilişki, karar alıcıların bütçeye siyasal ve ekonomik tercihlerine göre anlam yüklemelerine neden olmaktadır. Bunun sonucunda, yönetimin temel işlevleri, kamu yönetiminin etkinlik derecesini gösteren bütçeye bağlı olarak şekillenmektedir. Kamu Mali Yönetimi ve Kontrol Kanunu, söz konusu tercihin sonuçlarından biridir. Çalışmada, kamu politikası-bütçe ilişkisi kapsamında kamu mali yönetiminde ortaya çıkan değişimin irdelenmesi amaçlanmıştır. Buna göre, 5018 sayılı kanun çerçevesinde kamu idarelerine getirilen stratejik plan hazırlama zorunluluğu özünde bütçenin yönetimini ilgilendirmektedir. Çalışmada yazılı belge ve döküman analizi üzerinden nitel araştırma yöntemi kullanılmıştır.
The budget performs a very important role for the public administration. These functions are an instrument for achieving a series of objectives of the power which has the power to govern the state. The budget, which is a political document, divides poor resources between the conflicting and competitive interests of society. The government or authority that forms the execution is essentially the policy that a political party will implement. In this context, the relationship between policy and budget causes decision makers to put meaning on the budget according to their political and economic preferences. As a result, the basic functions of the management are formed depending on the budget that shows the degree of effectiveness of the public administration. The Public Financial Management and Control Law is one of the results of this preference. In the study, the aim of the public policy-budget relationship is to address the changes that occur in the public financial management. According to this, the obligation to prepare a strategic plan brought to the public administrations within the framework of Law No. 5018 concerns the budget management in essence. In the study, the quality research method was used through written document and document analysis.
