Türkiye ekonomisindeki dış ticaret dengesinin ithalat bağımlılığını sürekli kılacak şekilde bozulmasında teknoloji ithalatının payı azımsanmayacak kadar fazladır. Birçok ülkenin dış ticaret açığını arttıran insansız hava araçlarının (İHA) kullanımı ve üretimi dünya genelinde her geçen gün artmaktadır. Bu çalışmada, Türkiye’de kayıtlı insansız hava aracı sayısı ve pilot sayısı ile ithalat arasındaki ilişki VAR modeli ile incelenmiştir. Veri seti, 2017-04 ile 2020-04 dönemi arasında aylık bazda 37 gözlemi içermektedir. Çalışmada, kurulan VAR modeli ile etki-tepki ve varyans ayrıştırma analizi sonucunda, ithalatta meydana gelen bir standart hatalık şok karşısında, insansız hava aracı sayısı ve pilot sayısının istatistiksel olarak anlamlı tepki vererek düştüğü ortaya konulmuş olup ithalatta meydana gelen değişimlerin %3,02’sinin insansız hava aracı sayısından kaynaklandığı, %0,19’unun ise pilot sayısından kaynaklandığı tespit edilmiştir. Diğer yandan, insansız hava aracı sayısındaki değişimlerin %14,43’ünün ve pilot sayısındaki değişimlerin %8,81’inin ithalattan kaynaklandığı tespit edilmiştir. Ayrıca değişkenler arasındaki nedensel ilişkinin ortaya konulmasına yönelik yapılan Granger nedensellik testi sonucunda, değişkenler arasında %5 anlam düzeyinde nedensellik ilişkisi bulunamazken ithalattan, İHA sayısına doğru %10 anlam düzeyinde Granger nedenselliği saptanmıştır. Elde edilen bulgulara göre, gerek insansız hava aracı sayısı gerekse pilot sayısı ithalatı arttırmaktadır. Bu bağlamda, Türkiye’nin insansız hava aracı sektörü özelinde dış ticaret fazlası vermesi hedefiyle yerli üretimin desteklenmesi ve Teknofest (Havacılık, Uzay ve Teknoloji Festivali) gibi araştırma ve geliştirme faaliyetlerinin teşvik edilmesi büyük önem taşımaktadır.
When the foreign trade balance in the Turkish economy continuously deteriorates the import dependency, the share of technology imports is too much to not diminish. The use and production of unmanned aircraft, which increases the foreign trade gap in many countries, is increasing everyday worldwide. In this study, the relationship between the number of unmanned aircraft registered in Turkey and the number of pilots and imports was studied with the VAR model. The data set contains 37 monthly observations between 2017-04 and 2020-04 period. The study found that the number of unmanned aircraft and the number of pilots declined by statistically meaningful reactions in the face of a standard error shock in the import, and that 3,02 percent of the changes in the import were caused by the number of unmanned aircraft and 0,19 percent were caused by the number of pilots. On the other hand, 14.43% of the changes in the number of unmanned aircraft and 8.81% of the changes in the number of pilots were caused by imports. In addition, the Granger causality test, which was conducted to identify the causal relationship between the variables, found that there was no causal relationship between the variables at the 5% level of meaning, while from the import, the Granger causality at the 10% level of meaning to the number of IHAs was determined. According to the findings obtained, if the number of unmanned aircraft is needed, the number of pilots increases the imports. In this context, it is of great importance to support domestic production with the aim of providing foreign trade in Turkey’s unmanned aircraft sector and to promote research and development activities such as Teknofest (Air, Space and Technology Festival).
The share of technology imports in the deterioration of balance of trade in the Turkish economy in a way that perpetuates the import dependency is too high to be underestimated. The use and production of unmanned aircraft systems (UAS), which increase the trade deficit of many countries, is increasing day by day around the world. In this study, the relationship between the number of unmanned aircraft systems registered in Turkey and the number of pilots and imports was examined with the VAR model. The dataset includes 37 observations on a monthly basis between 2017-04 and 2020-04. In the study, as a result of the established VAR model and impulse-response and variance decomposition analysis, it was revealed that the number of unmanned aircraft systems and the number of pilots decreased by giving a statistically significant response in the face of a standard error shock occurring in imports. It was determined that it was caused by the number of unmanned aircraft systems, and 0.19% was caused by the number of pilots. On the other hand, it was determined that 14.43% of the changes in the number of unmanned aircraft systems and 8.81% of the changes in the number of pilots were caused by imports. In addition, as a result of the Granger causality test conducted to reveal the causal relationship between the variables, no causality relationship was found between the variables at the 5% significance level, while Granger causality was found at the 10% significance level from the import to the number of UASs. According to the findings, both the number of unmanned aircraft systems and the number of pilots increase imports. In this context, it is of great importance to support domestic production and encourage research and development activities such as Teknofest (Aviation, Space and Technology Festival) with the aim of creating a foreign trade surplus in Turkey's unmanned aircraft systems sector.
