Osmanlı döneminde ve Cumhuriyet’ten sonraki on yılda ülkemizdeki tek yükseköğretim kurumu olan Darülfünun, inkılâpçı bir değişim gösteren toplumda tutucu bir karakter taşımakta idi. O dönemde yönetimde bulunan politikacı ve bilim adamları Darülfünun’da yeterince düşünmeyen, sorgulamayan ve eleştirmeyen insanlar yetiştirildiği, bu kurumun ülke sorunlarına tamamen duyarsız kaldığı düşüncesinde idiler. Bizzat Atatürk’ün emriyle, Türkiye’ye çağrılan İsviçreli Profesör Albert Malche’ın verdiği rapor doğrultusunda yükseköğretim sistemimizdeki ilk üniversite reformu yapılmıştır. Çağdaş anlamda bir üniversite oluşturmayı amaçlayan 2252 sayılı Kanun, 1933 yılında çıkarılmıştır. Atatürk’ün gerçekleştirdiği bu reformla, Malche’ın raporu doğrultusunda üniversitede Avrupa modeli yönetim ve eğitimöğretim esas alınmıştır
During the Ottoman period and the decade after the Republic, Darülfünun, the only higher education institution in our country, was carrying a holding character in the society that showed an intriguing change. The politicians and scientists in the administration of that time believed that people who did not think enough, who did not question, and who did not criticize were educated in Darülfünun, and that this institution was completely sensitive to the problems of the country. At the order of Atatürk, the first university reform in our higher education system was made according to the report given by Switzerland Professor Albert Malche, who was invited to Turkey. The Law No. 2252 which aims to establish a university in the modern sense was adopted in 1933. With this reform carried out by Atatürk, according to Malche's report, the European model of management and education in the university was based on education.
