Unlike from pre-trial detention, arrested person who is remanded by nearest magistrate for the purpose of appearing in compotent judge or court is called predispatch detention. A number of problems arise from pre-dispatch detentions. For example, the detained person’s freedom is restricted without any judgment for a long time. To prevent this, it is necessary to act in accordance with the principles of fair trial. Administrative bodies must act responsibly in order to bring the defendant before a competent tribunal or judge “at the earliest time”. However, administrative bodies behave arbitrarily about this. Thus, European Court of Human Rights ruled in 2013 against pre-dispatch detention in Turkey. SEGBİS (Sound and Sight Information System) has been launched so as to solve such problems and reduce of systems’ drawbacks. So, it is supposed that most disputes will come to end in the long term. However, this system is being used only by some of the courts in Turkey at the moment
