Türkiye’de kamu sağlık hizmeti altyapı ve insan kaynağı göstergelerinin bölgesel düzeyde incelenmesi, ilgili göstergeler açısından bölgelerin göreli sıralamalarının belirlenmesi ve bölgelerin karşılaştırılması amacıyla gerçekleştirilen bu çalışmada, çok kriterli karar verme yöntemleri uygulanmıştır. Bu doğrultuda, Türkiye İstatistiki Bölge Birimleri Sınıflandırmasına göre Düzey 1 bölgeleri, kamu sağlık hizmeti altyapı ve insan kaynağı kategorileri altında yer alan toplam 15 sağlık göstergesinin 2020 yılına ait verileri üzerinden Microsoft Excel programı yardımıyla analize tabi tutulmuştur. Analizin birinci aşamasında kamu sağlık hizmeti altyapı ve insan kaynağı göstergelerine ait ağırlık değerleri CRITIC yöntemi ile belirlenmiştir. CRITIC yönteminin uygulanması ile gerçekleştirilen analiz sonucunda Diş Üniti Başına Düşen Nüfus göstergesinin en büyük ağırlık değerine (0,101) sahip olduğu, 10.000 Kişiye Düşen Hastane Yatağı Sayısı göstergesinin ise en küçük ağırlık değerine (0,045) sahip olduğu tespit edilmiştir. Analizin ikinci aşamasında CRITIC yöntemi ile belirlenen ağırlık değerleri TOPSIS yönteminde kullanılmış ve Düzey 1 bölgelerinin göreli sıralamaları belirlenmiştir. TOPSIS yönteminin uygulanması ile gerçekleştirilen analiz sonucunda Doğu Karadeniz bölgesinin en yüksek performans (0,655) ile birinci sırada yer aldığı, Güneydoğu Anadolu bölgesinin ise en düşük performans (0,199) ile son sırada yer aldığı tespit edilmiştir.
In Turkey, the study was carried out with the aim of examining the infrastructure of public health services and human resources indicators at the regional level, determining the relative rankings of the regions in terms of the relevant indicators and comparing the regions, multi-critical decision-making methods have been applied. In this regard, according to the Statistical Regional Units Classification of Turkey, level 1 regions, public health infrastructure and human resources categories have been analyzed through the data of 2020 of the total 15 health indicators, with the help of the Microsoft Excel program. In the first phase of the analysis, the weight values of public health infrastructure and human resources indicators were determined by the CRITIC method. According to the CRITIC method, the population index that falls per dent unit has the highest weight value (0,101) and the hospital bed number index that falls per 10,000 people has the lowest weight value (0,045). In the second phase of the analysis, the weight values determined by the CRITIC method were used in the TOPSIS method and the relative rankings of the Level 1 regions were determined. According to the analysis conducted by the application of the TOPSIS method, the East Black Sea region was ranked first with the highest performance (0,655) and the Southeast Anadolu region was ranked last with the lowest performance (0,199).
Multi-criteria decision-making methods are applied in this study carried out for the purposes of analyzing the public health service infrastructure and human resources indicators in Turkey, at regional level, determining the relative rankings of regions in terms of the relevant indicators and comparing the regions. In this context, according to the Turkish Statistical Region Units Classification, Level 1 regions were subjected to analysis with the help of Microsoft Excel program over the 2020 data for 15 health indicators in total, listed under the public health service infrastructure and human resources categories. In the first stage of the analysis, weight values for the public health service infrastructure and human resource indicators were determined with the CRITIC method. As a result of the analysis made by using the CRITIC method application, it has been found out that the indicator for the Population per Dental Unit has the highest weight value (0,101), whereas the indicator for the Number of Hospital Beds per 10,000 People has the lowest weight value (0,045). In the second stage of the analysis, weight values determined with the CRITIC method were used in the TOPSIS method and relative rankings of Level 1 regions were established. As a result of the analysis made by using the TOPSIS method, it has been found out that the Eastern Black Sea region ranks first with the highest performance (0,655) and the Southeastern Anatolia region ranks last with the lowest performance (0,199).
