Abstract:

On the organizational level, the first conscious and systematic performance assessments of powerful liberal-capitalist countries in the early 20th century in private sectors ( in some areas of public administration) were accompanied by performance management to the last quarter of the century. Since the 1980s, with the widespread public business practices worldwide, mainly in the Anglo-Saxon countries, performance and performance management in public administration has begun to be given great importance. In this way, performance has become a main objective in the public administration, as in the private sector, as in the business and market-oriented thinking and conditions have begun to dominate. This transformation, on the one hand, has led to the re-establishment of the relations between the "political-management-society" triangle through a new conception, on the other hand, has led to a differentiation in public service values and principles. The thesis of the article in which the visual research method is used is that public services are formed and read through the concept of performance as a personal purpose, and that public administration is contrary to the cause and nature of its own existence. The originality of the article is due to the introduction of an alternative perspective that predicts the "man" instead of "performance" by claiming that performance has become a main objective in public administration.
