Modern demokratik siyasal sistemlerde siyasi partiler, vazgeçilmez ve temel unsurlar olarak kabul edilir ve demokratik siyasal sistemin gelişiminde ve işleyişinde de önemli roller üstlenirler. Bu rollerden biri; günümüz temsili demokrasi uygulaması çerçevesinde siyasi partilerin seçimler yoluyla siyasal iktidarı elde etmek veya ortak olmak amacıyla sürdürdükleri faaliyetlerdir. Bu faaliyetlerin önemli bir bölümü şüphesiz partilerin milletvekili adaylarınca ya da onlar üzerinden yürütülmektedir. Bu nedenle siyasi partilerin milletvekili adaylarının kimler olacağı hususu oldukça önem kazanmaktadır. Bu noktada partilerin seçimlerde gösterecekleri milletvekili adaylarının belirlenmesi konusu dikkat çekici bir yer edinmektedir. Bu hususun önem arz etmesindeki temel unsur; demokratik siyasal sistem için oldukça büyük önem taşıyan ve hatta demokrasinin olmazsa olmaz koşulu olarak tanımlanan siyasi partilerin milletvekili adaylarının belirlenmesinde kullandıkları usullerin demokratik ilke ve teamüllere ne derece uygun olduğudur. Genel itibariyle Türkiye’de siyasi partilerin milletvekili adaylarının belirlenmesinde farklı usuller uygulanmaktadır. İşte bu çalışmada; Türkiye’de siyasi partilerin milletvekili adaylarının hangi usul veya usullerle belirlendiği, bu usullerin içerikleri ve bu çerçevede konu açısından büyük önem taşıyan 1983 tarih ve 2820 sayılı Siyasi Partiler Kanunu’nun (SPK) ilgili hükümleri ve bu hükümlerde tarihsel süreçte gerçekleştirilen değişiklikler değerlendirilmesi ve sonrasında olarak Adalet ve Kalkınma Partisi (AK Parti), Cumhuriyet Halk Partisi (CHP) ve Milliyetçi Hareket Partisi’nin (MHP) tüzükleri çerçevesinde milletvekili adaylarını belirleme usullerinin nasıl gerçekleştiğinin incelenmesi amaçlanmaktadır.
In modern democratic political systems, political parties are regarded as indispensable and fundamental elements and play important roles in the development and functioning of the democratic political system. One of these roles is the activities that political parties carry out in the framework of today’s representative democracy, with the aim of obtaining political power or becoming partners through elections. A significant part of these activities are undoubtedly carried out by the candidates to parliament of the parties or through them. Therefore, it is very important who will be the candidates of the political parties. This is an interesting point for the parties to identify the candidates for the parliamentary elections. The fundamental element in the importance of this issue is how much the procedures used by the political parties, which are of great importance for the democratic political system and even defined as a condition of democracy if not, in the determination of the candidates for parliament are in accordance with the democratic principles and teams. In Turkey, there are different procedures for the determination of the candidates for parliamentary parties. This study is aimed at assessing the procedures or procedures in which the candidates for parliament of political parties are determined in Turkey, the contents of these procedures and the relevant provisions of the 1983 date and 2820 Political Party Act (SPK) which are of great importance in this context and the changes made in the historical process in these provisions and then the procedure for determining the candidates for parliament in the framework of the regulations of the Justice and Development Party (AK Party), the Republican People's Party (CHP) and the Nationalist Movement Party (MHP).
