Günümüzde yaşam standartlarının yükselmesi, ortalama yaşam süresinin artması, genç emeklilerin sayısının artması gibi nedenlerle klasik sosyal güvenlik sistemi üzerindeki yükler artmaktadır. Bu nedenle ülke vatandaşlarına emeklilik döneminde belirli bir refah seviyesi sunmayı amaçlayan ülkeler klasik emeklilik sistemine destek olmak amacıyla bireysel emeklilik programlarını teşvik ettiği görülmektedir. Türkiye’de katılımcı fon tutarı, katılımcı katkı payı tutarı, devlet katkı payı tutarı arasındaki ilişki incelendiğinde uzun dönemde katılımcıların fon tutarı, katılımcıların katkı payı tutarı arasında pozitif yönlü bir ilişki bulunmaktadır. Katılımcıların katkı payında meydana gelen 1 birimlik artış katılımcıların fon tutarını 0.53 birim arttırmaktadır. Dolayısıyla katılımcıların katkı payı tutarının katılımcıların fon tutarını desteklediğini söylemek mümkündür. Devlet katkısının sisteme dahil edildiği 2013’den itibaren bakıldığında ise, uzun dönemde katılımcıların fon tutarı ile devlet katkısı tutarı ve katılımcı katkı payı arasında negatif yönlü bir ilişki bulunmaktadır. Devlet katkı payında meydana gelen 1 birimlik artış katılımcıların fon tutarını 2.62 birim azaltmaktadır. Katılımcı katkı payı tutarında meydana gelen bir birimlik artış ise katılımcıların fon tutarını 0.26 birim azaltmaktadır. Ayrıca, katılımcıların fon tutarı üzerinde devlet katkı payının etkisi, katılımcı katkı payından fazla olmaktadır.
Today, the burden on the classical social security system is increasing due to reasons such as the rise in living standards, the increase in average lifetime, the increase in the number of young retirees. Therefore, it appears that countries aiming to provide a certain level of well-being to their citizens during their retirement period are encouraging individual retirement programs to support the classic retirement system. Furthermore, the influence of the government’s contribution on the funds of participants is greater than the participant’s contribution.
