The public service concessions were granted to the foreigners in Ottoman Empire during the late 19th century. The legal framework of the concessions was determined by a law in the Second Constitutional Era. “Law on Concessions Relating to Public Service” was adopted by Meclis-i Mebusan and Meclis-i Ayan after long discussions. In addition to the historical background and legal character of concessions, the discussions were focused on the power to grant concession in Ottoman Empire. The Law dated on June 23rd 1910 is also the reference point of public service concession agreements in Republic of Turkey.
