The first interlocutors of the Qur'an were the sahabi who were witnesses to the life of the Prophet Mohammad (pbuh). The second generation, who is their student, is called “tabioun”. The tabioun in one sense undertook the task of bridging sahabi and future generations. The proportion of those belonging to “mawali” among the scholars belonging to the tabioun is rather high. Thanks to them, thousands of narrations, information and interpretations have arrived that will form the basis of Islamic sciences. In this article, narrations of Nafi Mawla Ibn Umar, who is one of the leading names of the tabioun, about the fiqh verses will be handled. It is understood from the narrations of Nafi, both student of Ibn Umar and assistant in daily affairs, that the Qur'an is not a pure object of tafsir by them. Indeed, for them, the Qur’an is the holy commandments, is in life, and is directly touching life. In other words, they did not only try to interpret the verses (tafsir activity), but to learn to “act” as he ordered and then tried to teach those with the consciousness.
