Batı Trakya Türk Azınlık Sorunu ve Vatansızlık Statüsü

Tarih boyunca birçok medeniyete ev sahipliği yapan Batı Trakya coğrafyası, Yunanlılar, Spartalılar, Romalılar ve Türkler için ya bir yurt ya da işgal alanı olmuş, yaşanan en son birlik ve bütünlük dönemi ise Osmanlı Devleti zamanında hayat sahası bulmuştur. Bu çalışmada da, bahsedilen tarihsel kırılma noktalarının iyi anlaşılabilmesi için kronolojik bir sıra takip edilecek, 20. yüzyıl başlarında imzalanan Atina ve Lozan Antlaşmalarına da atıflar yapılacaktır. Ayrıca, Yunanistan sınırları içinde ikamet eden Batı Trakya Müslüman Türk azınlığının yaşadığı temel sorunlar da bu antlaşmalar bağlamında değerlendirilip analiz edilecektir. Bunlara ek olarak, dini özgürlükleri, dil ve etnik yapıları, ekonomik gelişmeleri, siyasi ve sosyal katılımları, eğitim hakları ve vatandaşlık statüleri kısıtlanan ve engellenen Türk azınlıkların, asimilasyon ve ‘psikolojik soykırım’a maruz kalma süreçleri anlatılacak, bu duruma karşı ne tür adımlar atıldığından ya da atılması gerektiğinden bahsedilecektir. Yazının son bölümlerinde ise, 1955 tarihli Yunan Vatandaşlık Kanunu’nun 19. maddesiyle vatansız (haymatlos) konumuna düşen 60 bine yakın Türk azınlığın ne tür zorluklarla karşılaştığına ve hangi uluslararası sözleşmelerle haklarını aramaları gerektiğine vurgu yapılacaktır.

The Turkish Minority Problem and the Status of Citizenship in Western Trakya

Abstract:

The Western Trakya geography, which has hosted many civilizations throughout history, has been either a homeland or occupation for the Greeks, Spartans, Romans and Turks, and the last period of unity and integrity that has been experienced has found a living space in the time of the Ottoman State. In this study, a chronological sequence will be followed in order to understand the historical breakdowns mentioned, and references to the Treaties of Athens and Lozan signed in the early 20th century will be made. Furthermore, the main problems of the Western Turkish Muslim minority residing within the Greek borders will also be assessed and analyzed in the context of these treaties. In addition, religious freedoms, language and ethnic structures, economic developments, political and social participation, educational rights and citizenship statutes, restricted and blocked Turkish minorities, the processes of assimilation and ‘psychological genocide’ will be discussed, what kind of steps should be taken or taken against this situation. In the last sections of the article, the 19th article of the Greek Citizenship Act of 1955 will emphasize what kind of difficulties the 60 thousand Turkish minorities, who fall into the status of citizenship (haymatlos), face and which international treaties should seek their rights.

The geography of Western Thrace hosting several civilizations throughout history, had been a homeland or occupation land for Greeks, Spartans, Romans and Turks, the last term of unity and integrity were aroused during the Ottoman Empire. In this study, chronological line will be followed in order to comprehend historical breaking points, attributions to Athens and Lozan Treaty signed at the beginning of 20st century will also be made. In addition, main problems of Turkish Muslim minorities of Western Thrace residing in Greek boundaries will be evaluated and analyzed in the context of these treaties. What is more, process of exposure to ‘psychological genocide’ and assimilation of Turkish minorities whose religious freedoms, linguistic and ethnic structures, economical developments, political and social participations, education rights and citizenship status are restricted and prevented will be explained and what kind of steps are taken or should be taken against this situation will be noticed. In the last sections of the essay, approximately 60.000 Turkish minorities who are relegated to stateless (haymatlos) by the Article 19 of Greek Citizenship Law under date of 1955 will be emphasized to indicate what kind of challenges they face and which treaties they should look for claiming their rights.
