Bilgi, insanoğlunun 30 bin yılı aşkın evriminde ona eşlik eden ve bilgi çağı olarak tanımlanan günümüze ulaşmasına önemli katkı veren unsurlardan biridir. Bilginin sistematikleşmesi ise bilimle birlikte disiplinleri de insanın hayatına katmıştır. Bilgi ve bilim, günümüzde de bireyler, toplumlar ve uluslar için katma değer yaratan, rekabet avantajı sağlayan asıl dinamiklerdir. Bilgi ve bilim işbirliğinin en nitelikli olması beklenen organizasyonlardan biri de üniversitelerdir. Üniversiteler bilgi ve bilim üretiminin sürekliliği esası ile hizmet verirler. 2015 yılı içinde üretilen akademik çalışmaları içerecek biçimde yürürlüğe giren ve her yıl için ayrı bir değerlendirme getiren “Akademik Teşvik” uygulaması da üniversiteleri söz konusu esas doğrultusunda motive etmek, Türkiye’nin bilimsel yayın üretiminin nitelik ve nicelik olarak gelişmesini sağlamak ve nitelikli bilimsel çalışmalar üretme konusunda akademisyenleri özendirmek amacı ile hayata geçirilmiştir. Bu çalışmada, iki yılı geride kalan Akademik Teşvik uygulamasının Çankırı Karatekin Üniversitesine yansımasının, uygulamanın üniversite akademisyenleri üzerinde yarattığı motivasyonun ve genel olarak uygulamaya yaklaşımın değerlendirilmesi amaçlanmıştır. Şüphesiz Akademik Teşvik uygulaması akademisyenler için bir motivasyon ve bilimsel çalışmalar konusunda bir tazelenme yaratmıştır. Ancak geride kalan iki yıllık deneyim, uygulamanın eleştirilen, motivasyon düşürücü ve işlevsel bulunmayan yanlarının olduğunu da göstermiştir. Uygulamanın tüm paydaşlarının görüş, öneri ve eleştirilerinin dikkate alındığı bir revizyon uygulamanın başarısını ve saygınlığını artıracak, bilimsel bilgi üretim düzeyimizin yükselmesini sağlayacaktır.
Knowledge is one of the elements that accompanied it in the evolution of mankind for more than 30,000 years and contributed significantly to the reach of today, defined as the age of knowledge. The systematization of knowledge, along with science, has added disciplines to the life of man. Knowledge and science are the main dynamics that create added value for individuals, communities and nations today, and provide a competitive advantage. One of the organizations that is expected to be the most qualified in knowledge and scientific cooperation is the universities. The universities serve with the essence of continuity of knowledge and scientific production. The "Academic Encouragement" application, which entered into force in the form that will include academic studies produced in 2015 and bringing a separate assessment for each year, has also been implemented with the aim of motivating universities according to the subject, ensuring the quality and quantity of the production of scientific publication in Turkey and encouraging academics in the production of qualified scientific studies. This study aims to evaluate the reflection of the remaining two years of the Academic Incentive application to the University of Chankri Karatekin, the motivation that the application creates on university academics and the approach to the application in general. Without a doubt, the Academic Incentive application has created a motivation and a renewal in scientific studies for academics. But the remaining two-year experience has also shown that the application has critical, motivating and unfunctional aspects. A review that takes into account the opinions, suggestions and criticisms of all stakeholders in the application will increase the success and reputation of the application, ensuring that our level of scientific knowledge production will rise.
Knowledge has accompanied him in the evolution of humankind over thirty thousand years, and one of the major factors that lead humankind to these days that is defined information age. Systematization of information added disciplines as well as science to people’s life. Information and science are today’s main dynamics that create competitive advantage and added value for individuals, societies and nations. One of the organizations that is expected to have quality collaboration between information and science is universities. Universities service with the principle of continuity of production of information and science. “Academic incentive” arranged in a way that it will include academic studies produced in 2015 and has different evaluation for each year, came into effect with the purpose of motivating universities in direction of the principle stated, ensuring development on quality and quantity of Turkey’s scientific publication and encourage academicians to produce quality scientific work. Aim of this paper is to evaluate Academic incentive’s reflection to Çankırı Karatekin University, motivation that it created amongst academicians and in general to evaluate the approach to this application. Without a doubt, “Academic incentive” application created motivation for academicians and made a refreshing effect for academic works. However, two years’ experience with this application showed that, it has sides that criticized, dysfunctional and have negative effect on motivation. A revision made with taking all partners’ view, suggestion and criticism into consideration would make application more successful, prestigious and would increase our level of scientific information production.
