1923-1950 tek parti dönemi Türk ekonomisinin toplumsal yansımalarını ele alan bu çalışma, söz konusu dönemin ekonomik başarı veya başarısızlıklarından ziyada, izlenen ekonomik politikaların ne kadar halkın refahını artırmaya dönük olduğu üzerine bir analizdir. Çeyrek asırdan fazla iktidarda kalan tek partinin ekonomik politikaları şartlara göre bir takım değişmeler göstermekle birlikte, halkın ekonomik refahını ve yapısını biraz öteleme konusunda bir bütünlük arz etmiştir. Bu yaklaşımda yukarıdan bürokratik çağdaşlaşmanın etkisi ve önceliği de rol oynamıştır. Bu dönemin ekonomik politikası, Osmanlı’dan kalan zayıf ekonomik miras, yeni çıkılan savaş ortamı, ekonomiyi millileştirme isteği ve bir burjuvazi sınıfından mahrum olma gibi sebeplerle karma bir yöntemle işe başlamıştır. 1929 Büyük Ekonomik Buhran’ın getirdiği sarsıntıyla 1930’ların başından itibaren sert bir devletçiliğe dönüşerek seyreden tek parti yönetiminin ekonomik anlayışı, 1930’ların sonu itibariyle devletçiliğin savaş ekonomisiyle birleşmesiyle devam etmiştir. Ancak bütün bu süreçlerde, ekonomik zorluklar içinde olan halkın durumu yönetim nazarında öncelik kesbetmemiştir. En azından halkın büyük çoğunluğunun algısının bu yönde olduğu söylenebilir. Bunun en önemli göstergelerinden birinin de 1950’de yapılan ilk serbest seçimde halkın tek partiye göstermiş olduğu menfi tavırdır. Bu tavrın mühim sebeplerinden birini ekonominin teşkil ettiği tarihi bir gerçekliktir. Tek parti yönetiminin ekonomik performansının bir değerlendirilmesi olmayan bu çalışma, dönemin ekonomik politikalarının yarattığı sosyolojinin tespitinden ibarettir. Çalışma literatür taramasına dayalı tasviri bir yöntemle ele alınmıştır.
This study, which deals with the social reflections of the Turkish economy in the 1923-1950 single-party period, is an analysis of how much the economic policies followed are aimed at increasing the prosperity of the people, depending on the economic success or failure of the period in question. While the economic policies of the one party in power for more than a quarter of a century showed a series of changes according to the conditions, it has provided a integrity in the process of a little reduction in the economic well-being and structure of the people. In this approach, the impact and priority of bureaucratic modernization from above also played a role. The economic policy of this period has begun to work in a mixed way for reasons such as the weak economic heritage left from the Ottoman, the newly emerging war environment, the desire to nationalize the economy and the deprivation of a bourgeois class. The economic understanding of the one-party governance, which began to turn from the beginning of the 1930s into a hard stateism with the shock brought by the Great Economic Boulevard in 1929, continued with the unification of stateism with the war economy by the end of the 1930s. But in all these processes, the situation of the people in economic difficulties has not been a priority in the government. At least it can be said that the perception of the vast majority of the people is in this direction. One of the most important indicators of this is the attitude that the people showed to a single party in the first free elections held in 1950. One of the key reasons for this attitude is a historic reality that the economy forms. This study without an assessment of the economic performance of the one-party government is merely the identification of the sociology created by the economic policies of the time. The work is based on the scan of literature by a method.
