Türkiye’de pek çok darbe ve antidemokratik sürece şahitlik eden asker-siyaset ilişkilerini, 1960’a kadar vesayet, 2007’ye kadar kurumsal çatışma, sonrasını ise normalleşme kavramlarıyla tanımlayan bu makale, öncelikle ordu ile siyasal iktidar arasında ilişki boyutundan iletişim boyutuna geçilmesini demokrasi lehine bir kazanç olarak kabul etmektedir. Devlet içi bürokratik kanallarla da hızlanan siyasal iletişim süreci hem bir normalleşme eğilimini başlatmış, hem de tarafların birbirini daha iyi anlayarak demokrasi, ekonomik refah, kalkınma, sivil toplum gibi ortak paydalarda buluşmasını hızlandırmıştır. 2003 yazında MGK Genel Sekreterliği’nin yapısında meydana gelen değişiklikler, Nisan 2007’deki e-muhtıraya hükümet tarafından verilen tepki, 15 Temmuz FETÖ darbe girişimi ve sonrasında Genelkurmay Başkanlığı’nın Millî Savunma Bakanlığı’na bağlanması sivil ve iyimser bir yaklaşımla, ‘kurumsal çatışma’ döneminin sonu-‘normalleşme’ sürecinin işaretleri olarak değerlendirilmektedir. Halen devam eden normalleşme eğiliminin medya, sivil toplum kuruluşları ve kamusal mekanizmalar üzerinden işlemeye başlayan siyasal iletişim süreçlerinin de etkisiyle demokratikleşme yönünde seyrettiği ileri sürülmektedir.
This article, which defines the military-political relations that witnessed many coups and anti-democratic processes in Turkey by the concepts of the 1960s, the institutional conflict until 2007 and the normalization, first of all recognizes the transition from the dimension of the relationship between the army and the political power to the dimension of communication as a profit for democracy. The accelerated process of political communication through domestic bureaucratic channels has both triggered a trend of normalization and has also accelerated the meeting of the parties in common parts such as democracy, economic prosperity, development, civil society by better understanding each other. The changes that occurred in the structure of the MGK Secretariat in the summer of 2003, the reaction given by the government to the e-magistrate in April 2007, the 15th July FETO coup attempt and the subsequent connection of the General Assembly to the Ministry of National Defense with a civil and optimistic approach, are considered as signs of the end-‘normalization’ process of the ‘corporate conflict’ period. The continued trend of normalization is also seen in the direction of democracy by the influence of the political communication processes that begin to work through the media, civil society organizations and public mechanisms.
