Abstract:

This translated report consists of determinations sent by German attaché Freiherr Wernher von Ow-Wachendorf to German Ministry of Foreign Affairs. This report mainly includes the Economy of Turkish State and in this context, comments on economic and political issues of Ottoman Empire take place at Paris Finance Conference. At the beginning of the report dealt with especially political issues, it is stated that Balkan War is over and The Crescent (Hilal) is now thrown towards Asia, despite this, there are some problems in the border of Albania and Thrace. After Balkan War, Balkan states begin to grow and in this process, Ow- Wachendorf concerned about the German interests, proposes to take precautions in a short period of time. At a large part of this report, the situations of Turkey’s foreign debts are evaluated in detail. At the end of the study, interesting comments on the general economic and political situation of Ottoman Empire are put forward and the problems about German interests that can arise and the ways to solve these problems are described.
