Abstract:

In literature, especially with the end of the Cold War, the Black Sea region has shown that the development of new concepts of international relations cannot be addressed by a classic security/political assessment with an eclectic structure in which different concepts are inside. Because in these new theoretical concepts both the concept of security and the structure/actor view that is analyzed has changed. This study, inspired by both regional and regional security complex concepts in this context, has studied the Black Sea. The reason for the choice of the two concepts is that they both create a theoretical framework that enables the region to be a new actor in the literature of international relations and take security out of classical military security and take into account political, economic, environmental and social security. This has enriched the contents and scope of the region’s work. First, the study of the national security sensitivities of the region countries has continued to investigate threats that could create a regional security complex by revealing organizational structures. In this context, it is claimed that the Black Sea, taking into account some exceptions, has the potential to be considered as a region and to create a regional security complex. This situation reveals the Black Sea as a sui generis region and regional security complex.
