Abstract:

The aim of this study is to examine the 2023 Education Vision document, which was shared with the public by the Ministry of National Education in October (2018) according to the opinions of school managers and teachers. The research is a quality study and is structured according to the phenomenological pattern. The study’s work group is determined according to the measurement sampling method, and the work group consists of 211 teachers and 80 managers working in the center of the province of Sivas. The data was collected through an survey developed by the researcher and consisting of open-end questions. In the analysis of data, the content analysis method was used. The management and the teacher’s opinions have been analyzed separately. The analysis resulted in 48 codes and 14 categories on topics related to managers, 68 codes and 25 categories on topics related to teachers. According to the findings obtained from the study, the participants mostly expressed positive opinions about the Education Vision 2023 document. Positive opinions can be expressed in the form of the content of the vision document is comprehensive, successful and qualified, the document takes into account all the educational stakeholders, with this document there will be significant changes in the educational system, the original effect will appear with the application and is prepared by an educational source minister. Negative opinions are more linked to the lack of vision document and the infrastructure deficiency. The expectations of the participants regarding the Vision document are parallel to the results of the research conducted on the Turkish Education System in literature. Based on the findings of the research, recommendations have been presented to increase the applicability of the Education Vision 2023 document.
